The oulputs from this procoss lay thebundation br determining a community's capabilig gaps dudng itre spn process. <br />4.2 ApVANCE pAyMENTq.F_ROHtBtTEp <br />The Department shallmake no payments ln advance or in anticipation of goods or seMces to be provided <br />underthis Agreement. Subrecipient shall not lnvoice the Department in altwnce of delivery and invoidng <br />of such goods or services. <br />4.3 AMENDMENTSANDMODIFICATIONS <br />The Subrecipient or the Department may request, in writing, an amendment or modification of thisAgreement. Houever, such amendmeni or modification slail not be binding, tafe jfja or Ui <br />incorporated herein until made in writing and signed by tfre authorlzed rcpresentatiiis of the Oepatment <br />and the Subrecipient.
