The required Marine Law Enforcement Patrol Vessel Replacement, Federal Financial <br />Assistance Grant Application and any other required standard forms MUST be signed by <br />your organization's authorized official. <br />20. Proof of Timely Submission <br />a. All applications must be USPS post marked no later than June 30, 2022, at 5:00 p.m. <br />Pacific Standard Time. Any application received after that time will not be considered. <br />21. Application Review Information <br />a. Criteria: To be considered for funding, applications will be evaluated on how the <br />proposal program addresses the five following criteria: <br />i. Proposed Work — evaluate the adequacy of the proposal, including the <br />goals, objectives, timelines, milestones, and deliverables. <br />ii. Strategic Priority — evaluate how the proposed work addresses significant <br />federal and state recreational boating safety priorities. <br />iii. Capacity to complete work — evaluate administrative and technical capacity of <br />the applicant to successfully accomplish the objectives. <br />iv. Cost/Price Factors — proposals will be evaluated for reasonableness. Total costs <br />will be taken into consideration and those proposals found to be most <br />advantageous to the Government will be rated higher. <br />v. Sustainability — applicant organization's ability to continue the program goals <br />beyond the grant funding and to accomplish long-term meaningful participation <br />in state and federal recreational boating safety missions. <br />vi. Previous performance on current or past cooperative agreements with the <br />Washington State Parks Boating Program. Applicants that have received funding in <br />the past will be evaluated and ranked on their past performance including fulfillment <br />of meeting the deliverable deadlines. <br />22. Review and Selection Process: <br />a. Proposals will be reviewed and evaluated by a six to ten professionals from government, <br />non-government, marine law enforcement professionals, grant review professionals and <br />non-profit organizations with a history of partnerships and capacity building. This panel <br />will provide evaluation, technical oversight, and strategic direction to the Marine Law <br />Enforcement Patrol Vessel Replacement, Federal Financial Assistance Grant Program. <br />Based on the above criteria, funding recommendations will be made for each proposal. <br />b. Due to limited funding or for other reasons, the program may negotiate selected project <br />scopes of work and budgets prior to award. If negotiations are initiated, applicants will <br />have to submit a revised application form and narratives prior to award. The Washington <br />State Parks Boating Program will make awards based on final, approved applications that <br />parallel their awards in scope and funding amount. <br />c. The Washington State Parks Boating Program may not make a federal award to an <br />applicant that has not completed the DUNS registration or the UEI registration. If an <br />Page 8 of 17 <br />
