+ 1 credit: project advances County -adopted program or objective (e.g., Voluntary Stewardship <br />Program, Steelhead Recovery Plan, Yakima Basin Integrated Plan). <br />Step 3: Apply match multiplier to obtain final project / program score. <br />Step 4: Utilize project rankings to develop 6 -year capital improvement plan. <br />Projects are listed in order by project score and this ranking is the starting point for the 6 -year capital <br />improvement plan. The number of projects implemented each year is determined by revenue forecasts, <br />project funding needs, and district capacity. Project order can be changed upon a consensus <br />recommendation by the Advisory Committee, considering the following factors: balancing planning and <br />implementation activities, promoting investment equity through the County, and timing and sequencing <br />needs. Any changes that affect the order of project implementation relative to the project ranking order <br />must be documented and the rationale for changing the order clearly identified. <br />
