Approved a Project Prioritization Framework which has guided the FCZD's work <br />program and capital facility plan. <br />DISCUSSION: <br />The FCZD Advisory Committee has been convened for nearly five years and has had <br />several major accomplishments, such as developing the 6 -year capital facility plan and <br />establishing a project prioritization framework. Public Works staff has been utilizing this <br />framework to prepare capital improvement plan updates for the FCZD Advisory <br />Committee's consideration. With these work products, the purposes of the Advisory <br />Committee have been met. <br />Current staffing levels are not adequate to properly support the Advisory Committee, <br />lead, and engage in flood reduction planning efforts, manage implementation of the <br />capital facility plan and reconvene the hazard mitigation steering committee for the <br />required 2024 Hazard Mitigation Plan Update. Staff time recommends that project <br />specific efforts (such as the west Ellensburg interchange planning efforts) and the Hazard <br />Mitigation Plan update be prioritized. <br />Chapter 86.15.070 RCW allows for but does not require the Board of County <br />Commissioners to appoint a countywide advisory committee.
