KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS – BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: October 24, 2022 <br />TOPIC: Future of the Flood Control Zone District Advisory <br />Committee <br />ACTION REQUESTED: Direction to Staff <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Since the purposes of the Flood Control Zone District Advisory Committee have been <br />met, staff recommends disbanding the Committee. <br />BRIEFING SUMMARY: <br />• In 2012, the Board of County Commissioners Established a County -Wide Flood <br />Control Zone District (FCZD). In 2017 the board formed a Flood Control Zone <br />District Advisory Committee. <br />• Major accomplishments of the FCZD Advisory Committee including developing <br />a capital facility plan and a project prioritization framework. <br />• Public Works staffmg is not currently adequate to properly support the FCZD <br />Advisory Committee, lead and engage in flood reduction planning efforts, <br />implement projects and reconvene the hazard mitigation steering committee for <br />the required 2024 Hazard Mitigation Plan Update. <br />• Chapter 86.15.070 RCW allows for but does not require the Board of County <br />Commissioners to appoint a countywide advisory committee. Committee <br />members serve without pay and at the pleasure of the board. <br />BACKGROUND: <br />On July 12, 2012, the Kittitas County Board of County Commissioners established a <br />County -Wide Flood Control Zone District (FCZD) in accordance with Chapter 86.15 <br />RCW (Resolution 2012-081). The governing body for the FCZD is the Board of County <br />Commissioners and Public Works staff administers the District. On December 5, 2017, <br />the Kittitas County Board of County Commissioners formed a FCZD Advisory <br />Committee to inform the prioritization of the district's capital facility plan and work <br />grogram elements (Resolution 2017-183). In 2019, the FCZD Advisory Committee <br />recommended its first 6 -year capital facility plan and 2020 budget and has annually <br />recommended updated 6 -year capital facility plans and annual budgets for the Board of <br />County Commissioner's consideration.
