10/10/2022 MINUTES 3 <br />At 9:38 a.m. Chairman Osiadacz announced the Board would recess back <br />into an Executive Session with Julie Kjorsvik, Clerk of the Board <br />for 5 minutes to evaluate the qualifications of an applicant for <br />public employment or to review the performance of a public employee. <br />However, subject to RCW 42.30.140(4), discussion by a governing body <br />of salaries, wages, and other conditions of employment to be <br />generally applied within the agency shall occur in a meeting open to <br />the public, and when a governing body elects to take final action <br />hiring, setting the salary of an individual employee or class of <br />employees, or discharging or disciplining an employee, that action <br />shall be taken in a meeting open to the public. Action anticipated. <br /> <br />At 9:43 a.m. the Board reconvened out of Executive Session. Staff <br />was directed to prepare a PAF for Emily Smith, Administrative <br />Assistant to be placed at the mid-point noting it would be a Special <br />Wage adjustment after her 6-month evaluation. <br /> <br />UPDATE WEBEX/EDNETICS COMMISSIONERS <br /> <br />The Board received an update from Staff on the status of the <br />Webex/Ednetics equipment in the BoCC Auditorium. <br /> <br />Commissioner Wachsmith moved to pursue the Warranty buy back if <br />possible, plus purchase a “shelf unit” for backup and to direct <br />Staff to move all the Budget Meetings to the BoCC Conf. Room; re- <br />advertise the meetings and send updated invites to Staff but would <br />like to keep recording and livestreaming those and everything else <br />that is live-streamed and recorded will cease until the replacement <br />equipment is installed. Vice-Chairman Wright seconded. <br /> <br />The Board determined all other meetings in the Auditorium would <br />remain but not be live-streamed or recorded and also directed <br />Chairman Osiadacz to post on Facebook about the update as well as an <br />e-mail to the Management Team notifying them and their staff. Motion <br />carried 2-1. (Chairman Osiadacz opposed). <br /> <br />APPROVE INVOICE KC VETERANS COALITION COMMISSIONERS <br /> <br />Commissioner Wachsmith moved to approve a one-time payment of <br />$3,000.00 to the Kittitas County Veteran’s Coalition per Contract <br />#305V-22-112 as presented. Vice-Chairman Wright seconded. Motion <br />carried 3-0. <br /> <br />DISCUSS COLD WEATHER SHELTER APP COMMISSIONERS <br /> <br />Commissioner Wachsmith moved to approve a Cold Weather Shelter <br />Application for 7 churches in Ellensburg, to be paid from the <br />Homeless & Housing Assistance Funds as presented. Vice-Chairman <br />Wright seconded. Motion carried 3-0. <br />
