Community Wildfire Protection Plan 29 September 2018
Amendment to the 2018 CWPP
1.Since 2018, planning efforts led by the Washington State Department of Natural Resources
(WADNR) have been leading efforts across Washington State to establish current conditions,
prioritize and collaborate on restoring forest conditions to historic disturbance levels and reduce risk
to communities.
In Kittitas County, four watersheds (Manastash-Taneum, Cle Elum, Teanaway and Upper Swauk) have
been prioritized statewide as “high” or “medium” for forest restoration and wildfire risk reduction by
the WADNR. These watersheds have had Landscape Evaluations produced and agreed upon as a
collective and collaborative approach across all land ownerships to take action to restore forest
conditions and reduce future wildfire intensity and damages to communities.
From 2019-2020, WA DNR has also led the effort to establish Potential Operational Delineations
(PODs) and Potential Control Delineations (PCLs). Both PODs and PCLs have been vetted and
discussed at the county level with consensus from Kittitas County Fire Chief’s Association, Kittitas Fire
Adapted Communities Coalition and others. PCLs have been prioritized in Cle Elum, Upper Swauk
and other watersheds, to better implement fuels reduction and wildfire mitigation efforts in a
strategic and efficient manner. Many members of the firefighter community and Kittitas Fire Adapted
Communities Coalition participated in HB 1784 statewide technical committee which provided
feedback on WADNR products, adjustment of geospatial information based on institutional
knowledge.
PCLs in Upper Kittitas County provide focal areas for prioritizing and implementing fuels reduction
and forest restoration work, but also provide dual benefit of improving evacuation routes.
In an effort to update and collaborate across land ownerships, agencies and municipalities, an online
map has been developed that is updated as needed to reflect current and past implementation of
projects, POD and PCL delineations and other geospatial information as needed. For purposes of this
amendment, static maps have been created to display evacuation routes, PODs and PCLs in addition
to landscape evaluations produced by WADNR.
1.Summary of Amendment (Page 29)
2.Landscape Evaluations
3.Static Maps of Evacuation Routes, PODs and PCLs (online map
available)
