KITTITAS COUNTY <br />SOLID WASTE AND MAINTENANCE MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Regular Meeting <br />TUESDAY 1 2:00 PM I September 13, 2022 <br />Board members present: Laura Osiadacz, Chairman Cory Wright, Vice -Chairman and <br />Commissioner Brett Wachsmith. (Absent) <br />Others: Patti Stacey, Brian Carlson and Erica Luce <br />Meeting called to order at 2:00 p.m. <br />No citizen comments. <br />Discussion on Public Works Trust Fund Loan: Patti informed the Board that the application <br />for the $10 million loan has been submitted, three days early, and is expecting to hear if the <br />monies are awarded mid-October 2022. Patti presented the Board with the loan data for a 20 - <br />year term which included an estimated 1.3% interest rate and $571,038.00 annual debt service. <br />Patti presented the Board with a breakdown of possible funding scenarios from the REET funds <br />to contribute to the match payments. Patti informed the Board that repayment of the Public <br />Works Trust Fund Loan for the Cle Elum Transfer Station will be completed this year. <br />Discussion was held on tip fees in Kittitas County compared to surrounding counties. Patti will <br />continue looking for additional grants available for the new transfer station. <br />RFP for New Transfer Station: Patti informed the Board the RFP will be going out next week <br />and that once the County awards a bidder, the project will no longer be eligible for the FEMA <br />grant, Patti has not heard back from FEMA for two months. <br />Update on Water Rights: Patti informed the Board she has been talking and working with <br />Public Works Director Mark Cook on selling the water rights of the new transfer station location <br />(Section 28, T.18 N., R.18 E.,W.M.) to Public Works Dept. Agreement should be completed in <br />early 2023. <br />Upper District Court Lock System: Patti informed the Board the Upper District Court Building <br />would like to update the lock system to the Sheriff's current system. Patti informed the Board the <br />quote for that building would be $60,000.00, the cost to use the Court House's current lock <br />system would be $19,000.00 plus Maintenance Dept. labor. Discussion was held on needing to <br />look at code regulations once locks are changed and meeting ADA standards. Patti informed the <br />Board that there is enough money in the 2022 Maintenance budget to cover the cost of the lock <br />system when using the Court House's system and she will include updates to the front door in <br />the 2023 budget. <br />2022-09-13 MINUTES <br />
