KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: TOPIC: ACTION REQUESTED: LEAD STAFF: Arden Thomas September 12, 2022 Interlocal Agreement between Kittitas County Flood Control Zone District and City of Ellensburg Request to Approve a Resolution to Authorize Chair's Signature on the Interlocal Agreement with the City of Ellensburg RECOMMENDATION: Authorize Chair's Signature on the Interlocal Agreement between Kittitas County Flood Control Zone District and City of Ellensburg. BRIEFING SUMMARY: • The Reecer Creek Flood Hazard Reduction and Floodplain Restoration Project is expected to significantly alleviate flooding in West Ellensburg. • The City of Ellensburg is now constructing a portion of the project and is requesting construction funding. • Funding for this project is included in the 2022 Flood Control Zone District (District) budget. • District staff recommends honoring our previous commitment to this project. However, staff also has concerns about making future investments in Ellensburg flood alleviation projects given the City's refusal to utilize best available flood risk information to manage development. BACKGROUND: The Flood Control Zone District previously allocated $1,000,000 in funding for the Reecer Creek Flood Hazard Reduction and Floodplain Restoration Project. This project is expected to significantly alleviate flooding in West Ellensburg. The District previously provided a total of $111,637 for engineering design funding. At this time, it was anticipated that the remainder of the funding would be used for construction funding. The City of Ellensburg is now ready to start constructing this project and has requested Kittitas County sign the Interlocal Agreement in advance of their September 19, 2022, City Council meeting.
