KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: <br />TOPIC: <br />ACTION REQUESTED: <br />LEAD STAFF: <br />Arden Thomas <br />September 12, 2022 <br />Interlocal Agreement between Kittitas County <br />Flood Control Zone District and City of <br />Ellensburg <br />Request to Approve a Resolution to Authorize <br />Chair's Signature on the Interlocal Agreement <br />with the City of Ellensburg <br />RECOMMENDATION: <br />Authorize Chair's Signature on the Interlocal Agreement between Kittitas County Flood <br />Control Zone District and City of Ellensburg. <br />BRIEFING SUMMARY: <br />• The Reecer Creek Flood Hazard Reduction and Floodplain Restoration Project is <br />expected to significantly alleviate flooding in West Ellensburg. <br />• The City of Ellensburg is now constructing a portion of the project and is <br />requesting construction funding. <br />• Funding for this project is included in the 2022 Flood Control Zone District <br />(District) budget. <br />• District staff recommends honoring our previous commitment to this project. <br />However, staff also has concerns about making future investments in Ellensburg <br />flood alleviation projects given the City's refusal to utilize best available flood <br />risk information to manage development. <br />BACKGROUND: <br />The Flood Control Zone District previously allocated $1,000,000 in funding for the <br />Reecer Creek Flood Hazard Reduction and Floodplain Restoration Project. This project <br />is expected to significantly alleviate flooding in West Ellensburg. The District previously <br />provided a total of $111,637 for engineering design funding. At this time, it was <br />anticipated that the remainder of the funding would be used for construction funding.
