KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />In -Person and Webex <br />Regular Meeting <br />MONDAY 1:30 PM September 12, 2022 <br />Board Members Present: Chairman Laura Osiadacz, and Vice -Chairman <br />Cory Wright. <br />Others: Mark Cook, Josh Fredrickson, Rebecca Cruse, Public Works; Dan <br />Carlson, Jeremy Larson, Jeremiah Cromie, Steph Mifflin, Jessica <br />Miller, Toni Berkshire, Community Development Services; Darren <br />Bigashiyama, Chris Whitsett, Sheriff Department; (3) Members of the <br />Public. <br />At 1:56 pm Chairman Laura Osiadacz opened the Public Works Study <br />Session. <br />CITIZEN COMMENTS <br />No Comments <br />REQUEST TO ACKNOWLEDGE A RESOLUTION NUMBER CORRECTION FROM AUGUST 8, <br />2022, PUBLIC WORKS STUDY SESSION FROM 2022-159 TO 2022-175 <br />ESTABLISHING COUNTY ROAD PROJECT NUMBER SUPPORTING CONSTRUCTION OF A <br />TURNAROUND AT THE END OF MICHELLETO ROAD <br />Mark Cook requested acknowledgment of a correction on recent <br />Resolution number 2022-159 to 2022-175. Vice -Chairman Cory Wright <br />motioned to acknowledge and approve the correction. Chairman Laura <br />Osiadacz seconded the motion. Motion passed. <br />REQUEST TO APPROVE A RESOLUTION AUTHORIZING CHAIR SIGNATURE ON AN <br />INTERLOCAL AGREEMENT BETWEEN KITTITAS COUNTY FLOOD CONTROL ZONE <br />DISTRICT AND CITY OF ELLENSBURG <br />Mark Cook briefed the Board of County Commissioners on continued <br />support provided to the City of Ellensburg to complete current <br />floodplain restoration projects. Mark Cook requested Chair signature <br />on this final interlocal agreement. Discussion was held. Vice - <br />Chairman Cory Wright motioned to approve Resolution 2022-176 <br />authorizing Chair signature on an Interlocal Agreement between <br />Kittitas County Flood Control Zone District and City of Ellensburg. <br />Chairman Laura Osiadacz seconded the motion. Motion passed. <br />DRAFT SIX-YEAR TRANSPORTATION IMPROVEMENT PLAN (2023-2028) AND ANNUAL <br />CONSTRUCTION PLAN DISCUSSION <br />Josh Fredrickson, County Engineer, briefed the Board of County <br />Commissioners on the proposed 2023-2028 Transportation Plan.
