BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION <br />2022-l'+b <br />RESOLUTION FORMING COUNTY EXECUTIVE MANAGEMENT ADVISORY <br />COMMITTEE <br />WHEREAS: Kittitas County government, in its current form, is operationally managed on day-to-day <br />matters at the executive level by a three-person county commission; and <br />WHEREAS: This executive management system is prescribed as the minimum standard by Article 11, <br />Section 5 of the Constitution of the State of Washington; and <br />WHEREAS: Of the 32 non-charter counties in Washington, over half have moved from the minimum <br />standard county commission operational management model to delegated executive <br />organizational management in various forms with the intent of gaining efficiency and <br />building a more streamlined government; and <br />WHEREAS: Kittitas County experienced a 17.2Yo increase from 2010's census population of 40,910 to <br />2020's census population of 47,935; and <br />WHEREAS: Maintaining the current rate of growth will have this county approaching a population of <br />60,000 people by 2030; and <br />WHEREAS: Kittitas County has and will continue to experience urbanization pressures and the associated <br />challenges which accompany this population growth; and <br />WHEREAS: The Board of County Commissioners, notwithstanding independent committee meetings, <br />had over 350 collective meetings as a Board in202I alone; and <br />WHEREAS: This Board believes that innovative policy development and a broader focus on strategic <br />planning for present and future growth requirements is necessary for the continued success <br />of Kittitas County; and <br />WHEREAS: This Board believes in the need for advocacy and representation by County Commissioners <br />on behalf of Kittitas County to external organizations and within those forums constituting <br />non-county entities and persons having interests that affect this county; and <br />WHEREAS: This Board believes that it is in the best interest of county government and those citizens <br />who elect its leaders for those same leaders to devote the majority of their time to this same <br />policy development, strategic planning, and advocacy on behalf of the county; and <br />WHEREAS: This Board believes it is necessary for internal analysis of the county's executive <br />management structure to ensure county government is operating at its optimum capacity. <br />NOW THEREFORE BE IT RESOLVED that a County Executive Management Advisory Committee is <br />hereby formed for the purpose of making a recommendation to the Board of County <br />Commissioners as to the form, function, and future organizational structure of Kittitas <br />County government.
