Redesigning the transfer station on the larger parcel <br />will also create an opportunity for Kittitas County to design a new composting area that is forward compatible with WA House <br />Bill 1799. <br /> <br />10. Please describe the solution that addresses the problem/opportunity. <br />Kittitas County has gone through the siting process, collaborating with the County and City of Ellensburg to locate the new <br />facility away from the flood plain. As part of that process the County Solid Waste Department has purchased the property at <br />2603 Green Avenue and run all the the required utilities to the site. <br /> <br />This new site will allow for the replacement of our aging transfer station and compost facility. This replacement will allow the <br />design to match current and future foreseen material diversion requirements and goals as well as composting diversion <br />aligning with WA House Bill 1799. The size of the new site allows for thoughtful, safe traffic patterns to be incorporated which <br />will reduce queuing time and increase safety through traffic separation of commercial and private vehicles. The redesign and <br />new site size in conjunction will allow for a transfer building to be scaled to the anticipated growth of the regional population. <br /> <br />11. Does this project resolve the problem/opportunity? <br />If not, why and/or how do you plan to fix it? <br />The new transfer facility on the identified site will give us ample space to accommodate regional growth for the next 30 years. <br />This site will also allow for additional space to accommodate composting diversion per WA House Bill 1799 and increased <br />material diversion. The new site is located outside of the floodplain of the river and will not experience the annual sitewide <br />flooding the current site is subject to. <br /> <br /> <br />12. Please describe the outcomes or benefits that are anticipated with the proposed solution. <br />(including reduction of the overall cost of public infrastructure) <br />Upon completion. the project will provide an updated transfer facility. This updated facility will provide sufficient space to <br />accommodate the growing population of the Kittitas County region, as well as the flexibility to design and construct a modern <br />transfer facility that includes increased material diversion spaces, increased traffic space enhancing site safety, and a site <br />that poses less of a risk to the ecosystem surrounding, as the annual sitewide flooding events will be eliminated. <br /> <br /> <br />13. Is this project in partnership with any other organizations/agencies and/or regionalization? <br />If yes, please identify the partner(s) and describe the roles of each partner. <br />No, this project is not in partnership with any other organizations/agencies and/or regionalization. <br /> <br />14. If yes, please <br />explain. <br />The design and remaining building permits are time constraints to start and completion of construction.
