Cook <br />RECOMMENDATION: <br />Secure a Federal Aviation Administration (FAA) design grants supporting wetland <br />mitigation needs at ELN. <br />BRIEFING SUMMARY: <br />• Recently, the FAA issued the anticipated Finding of No Significance Impact <br />(FONSI) supporting the airport's capital construction program. <br />• Construction of the parallel taxiway and rehabilitation of runway 11/29 impacts <br />existing wetlands. <br />• Design of wetland mitigation is now required. <br />• The FONSI prequalifies onsite wetland mitigation. <br />BACKGROUND: <br />Public Works (PW) was successful in moving required wetland mitigation form offsite to <br />onsite wetland mitigation. The proposal removes portions of an old taxi -lane and <br />reconnects existing wetlands. Flood mitigation efforts will also require design ahead of <br />parallel taxiway design slated for 2024. <br />DISCUSSION: <br />PW has conducted an Independent Fee Evaluation (IFE) on Century West's proposed <br />design grant with the FAA (CivilAir Engineers PLLC). We are finalizing the wetland <br />specialist subcontractor scope of work and anticipate obtaining FAA concurrence in the <br />next several weeks. The mitigation construction is expected in 2023 clearing the way for <br />several years of capital construction at the airport. <br />FISCAL IMPACTS: <br />A grant match of ten percent is required for the anticipated $170,000 grant ($17,000). <br />Funding is expected to come from the General Fund. <br />ATTACHMENTS: <br />EXHIBIT 1: WETLAND MITIGATION DESIGN SCOPE OF WORK <br />EXHIBIT 2: FUNDING ESTIMATE <br />Page 1 of 3 <br />Public Works "Work Session Staff Report", 2022 <br />
