KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: August 8, 2022 <br />TOPIC: Fairgrounds Survey <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct Public Works (PW) perform the requested survey of the fairgrounds. <br />BRIEFING SUMMARY: <br />• Recently, the city of Ellensburg City Attorney contacted Deputy Prosecuting <br />Attorney Horner discussing the need to survey the fairgrounds <br />• City and county ownerships are not clear <br />• County Surveyor Turnbull has prepared a cost estimate for survey services and <br />the city is interested in cost sharing the work <br />• PW proposes using our existing cost reimbursement agreement with the city for <br />shared survey effort expenses <br />• The work is expected to take six weeks to complete. <br />BACKGROUND: <br />The city is beginning to plan for redesign of various portions of Reed Park. The parcel <br />layer is not sufficiently clear allowing ownership decisions impacting the park redesign <br />plan. The city desires surveying the fairgrounds resolving ownership issues. <br />DISCUSSION: <br />A survey of the fairgrounds is expected to clarify ownership issues between the city and <br />the county. Providing support from the Board of County Commissioners, work could <br />begin in the next several weeks. The work will likely take six weeks to complete. <br />project costs are expected to be equally shared between the city and the county. <br />FISCAL IMPACTS: <br />Project costs are estimated in the $12-13 thousand dollar range. <br />ATTACHMENTS: <br />None. <br />Page 1 of 1 <br />Public Works "Work Session Staff Report", 2022 <br />
