CENTURY <br />WEST <br />ENGINEERING <br />TASK ORDER #12 <br />AGREEMENT AND AUTHORIZATION FOR <br />ENGINEERING CONSULTING SERVICES <br />By this Agreement dated July 19, 2022, the Kittitas County (Client) authorizes Century West Engineering <br />Corporation (Consultant) to carry out and complete the following Services in consideration of the mutual covenants <br />set forth in the Professional Services Agreement (Master Agreement), executed between Kittitas County and CWEC, <br />and dated on October 7, 2019; and for projects with Federal funding the following attachment: FAA Professional <br />Service (A/E) Contract Provisions. <br />Project:Task Order #12 — Wetland and Stream Mitigation Design <br />Project No.: 12436.018.01 <br />Scope of Services: <br />Overview <br />Kittitas County (the County) has solicited Century West Engineering services for design development of on -Airport <br />wetland and stream mitigation located in the northwest corner of the Airport. An exhibit showing the general area of <br />mitigation, has been attached. Additionally, a figure showing additional detail has been included on the last page of this <br />scope. That figure was taken from a memo titled Justification for Wetland Mitigation at Bowers Field (ELN) dated <br />December 9, 2021 written by Jacobs Engineering for Kittitas County Generally, the mitigation involves re-establishment <br />of wetlands through removal of historic fill and deteriorated asphalt, which formally served as a taxilane, and regrading <br />the surface and planting of select plant species. The mitigation is a requirement in the County's recently approved <br />Environmental Assessment (EA) and of the FAA's Finding of No Significant Impact (FONSI). As stated in the FONSI, the <br />requirements include: <br />• Provide mitigation for impacts to water resources (0.55 -acre of wetland and 0.03 acre of stream) resulting from <br />the installation of storage berms for flood reduction and drainage improvements as well as runway <br />improvements. <br />• Proposed mitigation includes removal of approximately 1.1 acres of derelict pavement adjacent to wetlands in <br />the northwest corner of the Airport. Mitigation would be developed to meet federal, state, and local <br />requirements through the re-establishment of impacted wetlands, improved wetland connectivity, and <br />restoration of lost functions and values. Mitigation acreages proposed would follow Washington State Joint <br />Guidance from the USACE and Ecology and provide a replacement ratio of 2:1. <br />• Provide monitoring and adaptive management of mitigation site per the requirements of the permittee - <br />responsible mitigation plan approved by USACE and Ecology. <br />• Avoid and minimize impacts to Whiskey Creek water quality during construction by implementing the following <br />requirements of the USACE Nationwide 401 Water Quality Certification. <br />This project scope addresses the first two bullet points above and provides for the preparation of mitigation plans, <br />technical specifications, and bidding documents for construction. The second two bullet points will be addressed along <br />with construction administration and observation services under a separate agreement. <br />
