COMMISSIONERS’ MINUTES <br />HR STUDY SESSION <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br /> <br />TUESDAY 10:00 AM 7/26/2022 <br /> <br />Board members present: Laura Osiadacz, Brett Wachsmith <br />Others: Dan Carlson, Christopher Horner, Kristine Foreman, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:01 AM. <br />PUBLIC COMMENT (ONE MINUTE) <br />None. <br />DISCUSSION/DECISION – CDS STAFFING <br />CDS Director Carlson summarized that his Long Range Planner position has been vacant since January. <br />Recruitment efforts have included paid advertising as well as adjusting the position’s salary range, <br />however, recruitment has remained unsuccessful. Director Carlson requested authorization to close the <br />Long Range Planner position and recruit for a Planner I/II instead. He explained that this would create a <br />cost-savings as the Planner I/II is a lower classification than the Long Range Planner, and the long range <br />planning duties could be divided among the planning division of CDS. The Board expressed support for <br />the plan and provided direction to move forward with recruitment for a Planner I/II. <br />REQUEST TO ADOPT TWO (2) MOU’S TO AMEND THE COURHOUSE (AFSCME 7920CH) CBA <br />HR Director Foreman presented the Board with a memorandum of understanding (MOU) to reinstate the <br />position of Fiscal Clerk with Local 792CH. She explained that this position used to be part of the <br />bargaining contract, but was left out of the current contract due to its vacant status. Reinstatement of the <br />position will allow the Treasurer’s Office to recruit for a Fiscal Clerk if/when they have a vacancy in their <br />office. Commissioner Wachsmith moved to approve a memorandum of understanding between Kittitas <br />County and Local 792CH to recognize and classify the position of Fiscal Clerk. Commissioner Osiadacz <br />seconded the motion. Motion was approved; 2:0. <br />Director Foreman advised the Board that the second MOU has not yet been returned from the union and <br />therefore will be presented at the next HR Study Session. <br />REQUEST TO ADOPT MOU TO AMEND THE MISDEMEANANT PROBATION AND JUVENILE COURT <br />SERVICES (TEAMSTERS LOCAL 760) CBA
