KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: July 25, 2022 <br />TOPIC: Proposed Vacation of White Road Right -of -Way <br />ACTION REQUESTED: Prepare Enabling Legislation and Schedule the Public <br />Hearing <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Prepare enabling legislation and schedule the required public hearing receiving testimony <br />regarding the proposed vacation of a portion of White Road right-of-way. <br />BRIEFING SUMMARY: <br />• White Road right-of-way was acquired in 1902 <br />• A portion of White Road was then adopted onto the road system in 1971 <br />• A portion of the right-of-way was not used for roadway construction <br />• In 2001 a Hazard Elimination Safety Grant funded the realignment of the roadway <br />• A non-exclusive water and sewer franchise was granted in 2008 across the portion <br />of White Road right-of-way requested to be vacated <br />• Water utility installed within right-of-way in 2022 <br />• Public Works has received an application to vacate the unconstructed portion and <br />previous alignment area <br />• Public Works (PW) supports the requested vacation with no value for the vacated <br />right-of-way <br />BACKGROUND: <br />White Road right-of-way was established in 1902 from Airport Road to Teanaway Road. <br />Documents suggest the northern portion of this was later vacated. An easement was then <br />obtained to accommodate the roadway alignment and in 1971 the Board of County <br />Commissioners adopted 0.5 miles of White Road onto the County Road System, from <br />Airport Road north. The roadway alignment was never constructed for a portion of the <br />right-of-way obtained. <br />The road alignment at the time of adoption included switchback curves near the BPA <br />power lines. In 2000 Kittitas County applied for, and subsequently received, safety <br />funding to eliminate the switchbacks by reconstructing the roadway in accordance with <br />WSDOT and County standards. The realignment required acquisition of property, which <br />was done at the time of design. Construction in 2003 revised the road alignment to the <br />condition found today, removing the switchbacks and introduced a single horizontal <br />Page 1 of 2 <br />Public Works "Work Session Staff Report" 2022 <br />
