Assistant Building Official Steph <br />Mifflin will be meeting with the City of Ellensburg to discuss <br />their online submittal process as they are also using the <br />SmartGov system. <br />IMPACT FEE DISCUSSION <br />CDS Director Dan Carlson presented a summary on the MRSC impact <br />fees and how they can be used. We will be adopting the impact <br />fees inside the City of Ellensburg urban growth areas as a part <br />of the interlocal agreement. Impact fees are a one time charge <br />assessed by local governments to pay for services that are <br />created by development and increased demand for services for <br />development. These fees are collected usually at the time of the <br />building permit. The fees need to be tracked and if they aren't <br />used within 10 years they then have to be returned to the <br />applicant. The Board directed CDS staff to move forward with <br />putting this item on the docket.
