EXHIBITDNOTESANDDEFINITIONSWashingtonSTATEPARKS'MarineLawEnforcementTrainingProgramisaccreditedthroughtheNationalAssociationofStateBoatingLawAdministratorsBoatOperationandTraining(BOAT)Program.Asatermofaccreditation,STATEPARKSmustensurethatallactivemarineofficersanddeputiesmaintainproficiencyinbasicrecreationalboatingsafetyskills.Thisisimportantbecausetheseskillsareperishablebutcriticaltooperateinamarineenvironment.STATEPARKSrecognizesthattherearemanydifferentcircumstancesthatcouldpreventtrainingfrombeingcompleted(wildfires,maintenanceissues,staffingshortfalls,etc.).Eachcircumstancewillbeevaluatedonitsownmerits.ApprovedProgram:AmarinelawenforcementprogramthathassignedanApprovedProgramAgreementwithWashingtonStateParksandisingoodstanding.BoatingSafetyPatrol:Thetotalnumberofhoursthatallagencyvesselspatrolledonthewater.Thesearetheactualhoursasdocumentedonthepatrolvesselhourmeterorlogbook.Notethatthisisdifferentthanofficeron-waterpatrolhours.Iftwoofficersarepatrollingonasinglevesselforeighthours,youwouldreporteightboatingsafetypatrolhoursand16officeron-waterpatrolhours.Thepatrolhoursdonotincludetransittimetothebodyofwatertobepatrolled.InstructorQualifiedCertifiedBoatingEducationInstructors:AnyofficerldeputydesignatedasCertifiedBoatingEducationInstructorsmustbelistedasInstructorQualifiedfortheAdventuresinBoatingcoursebytheStateParksEducationandOutreachProgramManager.STATEPARKSconsiderseducationandoutreachactivitiesakeycomponentofpreventingboatinginjuriesandfatalities.Classroominstruction,schoolpresentations,andparticipationinCommunityEvents,alongwithDealerandRentalsitevisits,andeffectiveuseofmediaarecrucialtopreventingboatingaccidentsandfatalities.LocalSpending:Thesearefundsappropriatedbythecityorcountygovernmentusedforboatingsafetyprograms.Localfundscannotincludestateorfederalgrantdollars.PeakBoatingHours:STATEPARKSdefinespeakboatinghoursasfourhoursonFridayafternoonleveningand8hoursSaturdayandSundayforweekendsfromMemorialDaytoLaborDay,whichequalsapproximately332hoursperboatingseason.STATEPARKSalsorecognizesthatAGENCYmaybeimpactedbynon-traditionalPeakBoatingseasonsduetohuntingandfishingactivities.STATEPARKSmaintainsthispatrolhourgoaltoensurelocalagenciesarefocusedoninjurypreventionactivities.WhilemanyagenciespatrolmanymoreUpdated10/1/2021Page14of25
