IntergovernmentalAgreementStateParksrecommendszerotolerancepolicyintheenforcementofmandatoryboatereducationcardcarriage,lifejacketwear/carriage,boatingundertheinfluenceandrulesoftheroadviolations.Officers/Deputiesshouldstronglyconsiderissuingcitationsforviolationsoftheselawsinallcircumstances.TheSECTORsystemshouldbeusedtoissueboatingcitationsandwarnings.StateParkswillnolongeracceptmailed-inpaperinspectionforms,althoughStateParkswillcontinuetoprovidepaperinspectionformstoagenciesforinternaluse.BoatingSafetyInspectionsParticipatingagenciesmustcompletewrittenboatingsafetyinspectionsduringenforcementandinformationalcontactswhenconsideredsafeandappropriatetodocumentboatercompliancewithstateboatinglaws.StateParkswillprovideboatingsafetyinspectionforms.CopiesofthecompletedinspectionsmustbesubmittedtoStateParksforstatisticalpurposes.InspectionsconductedinSECTORdonothavetobereportedtoStateParks.NOTE:WewillnotacceptpaperinspectionformsafterJanuary1,2019.AIIinspectionsmustbesubmittedusingSECTOR.StateParkshascalculatedsuggestedminimumgoalsforthenumberofboatingsafetyinspectionsanagencyperformsinaboatingseasonbasedonsize.SuqqestedWrittenInspections-MinimumGoals•Small,92•Medium,283•Large,372BoatingSafetyEducation/DesignatedEducationOfficer/DeputyParticipatingagenciesmusthaveaboatingsafetyeducationandinformationprogram.Ataminimum,theymustdesignateanOfficer/Deputy,trainedbyStateParks,tocoordinatetheactivitiesofboatingsafetyeducationinstructors,actasliaisontoboatingeducationorganizationsandtocoordinate:•Boatingsafetypresentations,whichmayincludepresentationstoprimaryandsecondaryschoolchildren,boatingorganizations,oryouthgroups.•BoatingsafetyinstructionmeaningapubliccourseofinstructionusingtheAdventuresinBoatingmaterialsfromStateParks,orotherstateornationallyrecognizedcurriculumapprovedbyStateParks.•Distributionofboatingsafetyinformation,includingmaterialsprovidedbyStateParks,toboatingandoutdoorrecreationorganizations,theboatingpublic,publicagencies,andlocalmedia.Page60of64
