IntergovernmentalAgreementForanyboatingaccidentresultinginadeathorinjuryrequiringhospitalization,eachparticipatingagencymust:•NotifyStateParkswithin48hoursofbecomingawareit.•FilloutandsubmitacompleteBoatingAccidentInvestigationReport(BAIR-formnumberA-425)withintendaysoftheoccurrence.•Includetheresultsofanyotherinvestigationconductedbytheagency.•Submitanycoroner'sreportsconcerningthedeathofanypersonresultingfromtheboatingaccident,withinoneweekofcompletion.ParticipatingagenciesmustalsosubmitaBoatingAccidentReport(BAR-formnumberA-440)within10daysoftheoccurrencetoStateParksforanyboatingaccident:•Resultinginadeath,OR•Aninjuryrequiringhospitalization,OR•Damagetoanyvesselorpropertyoftwothousanddollarsormore,OR•Avesselisacompleteloss,OR•Apersondisappearsfromthevesselundercircumstancesthatindicatedeath.BoaterAssistanceThelocalmunicipalitywillhavetheabilitytorespondorcoordinateresponsetoboatingemergencieswhichoccurwithintheirjurisdiction.Furthermore,agenciesmustdocumenteachoccurrenceandreportittoStateParksthroughtheSummaryofActivityReport(SOAR)atleastquarterlyusingthefollowingdefinitions:•SearchandRescue/Recovery-Searchandrescue(SAR)isdefinedasawater-borneresponse(includingaircraft)involvingapersonorvesselinperil.AgenciesshouldonlyreportSARcasesontheSummaryofActivityReport(SOAR)thatwereassignedacasenumberbytheiragencyoraUSCGMISLECaseIDNumberandanUrgentMarineInformationBroadcast(UMIB)initiatedbytheUSCG.Agenciesshouldnotreportassists(definedbelow)asSARcases.•Assist-An"Assist"isdefinedasaidwherethereisnoimmediatedangertothevesseloritsoccupants.Thisincludesvesselsinvolvedinboatingaccidents,disabled,aground,outoffuel,orotherwiseunabletoreachasafemooringundertheirownpower.Assistancemayincludeprovidingatow,jumpstart,re-floating,re-righting,fuel,repair,repairparts,assistingpersonsinthewater,etc.ThisdoesNOTincludethesalvageofavesselonceabandonedorcommercialvessels.ReportthenumberofvesselsassistedandthenumberofpersonsassistedontheSOARreport.BoatPatrol(BoatLogHours)Boatpatrol(BoatLogHours)arethosehoursthatthepatrolvesselwasactuallyonthewaterpatrolling.Participatingagenciesmustsubmitapatrolschedule(withtheA-299)thatdemonstratestheyarepatrollingwaterswithintheirjurisdictionduringpeakrecreationalhours.TheymustalsopatrolaPage58of64
