PERSONAL SERVICES AGREEMENT <br />Page 3 of 18 <br />ATTACHMENT "A" <br /> <br />SCOPE OF WORK <br /> <br />The Contractor will provide the following specific services under this agreement: <br />1. Work with County Commissioners, staff, Prosecuting Attorney’s Office, and other consultants to <br />develop specific positions and strategies on state legislation and project funding <br />2. Work with legislators and key staff to advance legislative and budget priorities for the County, and <br />advise County on developing long-term policy and funding strategy for key projects <br />3. Act as the primary government affairs representative for the County before the State Legislature and <br />state agencies <br />4. Provide strategic policy advice on water resource, water banking issues, and other issues of critical <br />importance to Kittitas County in coordination with County staff, and any outside legal counsel or <br />consultants <br />5. Work with the Prosecuting Attorney’s Office to coordinate legal review of state legislative and <br />regulatory matters; provide legal research, review, and coordination with county attorneys on <br />priority county legal issues including county water banking program, water rights, land use, Growth <br />Management, and other issues <br />
