APPENDIX II: PRELIMINARY AIRPORT ASSESSMENT <br />INTRODUCTION <br /> <br />Airport Strategic Business Plan, 07/26/2021 13 <br />I. INTRODUCTION <br />A. PURPOSE OF AIRPORT STRATEGIC BUSINESS PLAN <br />An Airport Strategic Business Plan (ASBP) for the Bowers Field Airport (ELN or <br />Airport) will serve as a planning tool and will use a logical and disciplined structure to <br />set out the mission, vision, values, goals, objectives, and action plans that drive day- <br />to-day management of the Airport. The ASBP will transform the mission and vision for <br />the Airport into specific goals, objectives, and actions plans for each functional area <br />of the Airport. An airport who has an ASBP is more likely to have a greater economic <br />impact on the community they serve and a stronger (more stable) platform for growth <br />and development. <br />B. PROCESS OF AIRPORT STRATEGIC BUSINESS PLANNING <br /> PHASE 1: The first phase in the ASBP process is preparation. This will educate <br />Airport management and staff, allow for buy-in from policymakers, and determine the <br />best approach in the formation of a ASBP planning team. <br /> PHASE 2: The second phase in the ASBP process is development. This phase <br />includes conducting an airport/market assessment and a SWOT analysis. Within this <br />stage, the mission, vision, and values statement are developed. Within this stage <br />goals and objectives are established. After this, an action plan and budget are <br />formulated. The final step in phase two is to obtain approval of the plan. <br /> PHASE 3: The third and final phase in the ASBP process is implementation. <br />Within this phase the ASBP is implemented. Throughout this phase adjustments <br />will be made based on reports and input from Airport management and staff; <br />policymakers; and stakeholders. Based on these reports and input the ASBP is <br />updated and reimplemented. <br />C. AIRPORT STRATEGIC BUSINESS PLANNING PRINCIPLES <br />AMCG offers the following guiding principles for the development of the ASBP: <br /> The ASBP should give priority to safety and security, followed by financial feasibility, <br />operational efficiency, environmental stewardship, and social responsibility. <br /> The ASBP should be beneficial to tenants, users, and/or stakeholders of the Airport. <br /> The ASBP should preserve flexibility to permit future changes to the ASBP as industry <br />and local conditions warrant. <br /> The ASBP should emphasize cost-effective solutions and consider the total cost of <br />implementation when evaluating alternatives. <br />
