KITTITAS COUNTY CONFERENCE OF GOVERNMENTS <br />PUBLIC FACILITIES FUND <br />POLICY NUMBER: 2022-02 <br />POLICY TITLE: Conflicts of Interest <br />NARRATIVE: <br />The Council of Governments (COG) desires that consistency and fairness be applied to <br />all grant applicants during open solicitation for grant applications. During the annual call <br />for projects, it is anticipated that individual COG members may, from time to time, be <br />associated with a grant proposal beyond those directly related to individual <br />constituencies they represent. Current COG policy does not allow for the direct scoring <br />of COG member jurisdiction proposals. Effectively, the twelve -member COG will have <br />ten members scoring various jurisdictions proposals. When a COG member has some <br />conflict of interest with a proposal beyond their own jurisdictional proposal, that member <br />shall recuse themselves from scoring the conflicted proposal. That proposal would then <br />have nine COG members scoring and the total point allocation will be divided by nine. <br />Staff will compile all COG application score totals and divide each application point total <br />by the number of reviewers. This represents an averaged COG application score.
