Airport Advisory Committee Bylaws 9/15/20201 <br />Page 3 <br /> <br />given at least seventy-two hours before such meeting and be posted at the location of <br />the meeting and on-line at the Kittitas County website. <br /> <br />5.2 Complete agendas and minutes of the previous meeting will be provided to each <br />committee member at least 5 business days prior to commencing the meeting along <br />with all relevant documents necessary to make informed decisions on agenda items. <br /> <br />ARTICLE 6 – Quorum at Meetings <br />6.1 A simple majority of filled positions at a meeting shall constitute a quorum except <br />for amendments to the By-laws. <br /> <br />ARTICLE 7 – Voting <br />7.1 At all meetings of the Committee, each member shall be entitled to one vote if <br />present. Proxy voting is not allowed. As a member of the Committee, the chair shall <br />have his/her vote recorded in all deliberations of the Committee. <br />7.2 The Director of Airport Operations or Airport Staff shall attend all Airport Advisory <br />Committee meetings but shall not have a vote. <br />7.3 AAC recommendations on issues presented to the BOCC by staff shall be <br />incorporated into formal staff reports and include the motion presented, vote results <br />and any supporting comments or relevant findings for clarification. <br />7.4 Any member who, by participating in discussion or voting on decisions before the <br />Committee, could give the appearance to the general public of a Conflict of Interest <br />must abstain from participating in discussion and voting. <br /> <br />ARTICLE 8 – Officers <br />8.1 The Committee will elect a Committee Chair and Vice-Chair from the AAC <br />membership at the January meeting of each year. <br />8.2 The Committee Chair, when present, shall preside at all Committee meetings. In <br />the absence of the Committee Chair, the Committee Vice-Chair will preside and conduct <br />Committee business. <br />8.3 The Chair shall set the Committee meeting agendas in mutual agreement with the <br />Airport Director. A standing meeting between airport staff and the AAC chair and vice <br />chair shall be set for the week prior to the regular AAC meeting. The purpose of this <br />meeting shall be to set the monthly AAC agenda topics and identify new business items <br />as well as provide updates on old business items. Both new and old business items shall <br />be listed on the AAC agenda. <br /> <br />ARTICLE 9 Subcommittees <br />9.1 The AAC may, from time to time, establish subcommittees or ad hoc <br />committees, define their powers and duties, duration, and appoint their members. <br />9.2 Members of the public may be appointed to a subcommittee to provide diverse <br />opinion and input by approval of the AAC. <br />9.3 The subcommittee Chair and Vice-Chair shall be a regular member of the AAC.
