2. Proiect Description Summary: Provide a brief summary the project being proposed and <br />a general description of how it will address homelessness or affordable housing in <br />Kittitas County. Be sure and indicate whether the proposal is intended to provide direct <br />client services or construction, maintenance, or improvement of housing facilities, <br />including a proposed timeline for completion. (300 words max.) <br />This proposal is for the acquisition of 4.8 acres in Ellensburg, including a disused hotel <br />structure. We intend to purchase the property and building using a combination of <br />HAHC, City of Ellensburg, and HopeSource funds to address housing needs in Kittitas <br />County. The funding source for the building rehabilitation will depend on the structure's <br />intended purpose. HopeSource will seek input from community stake holders to <br />determine the type and use of the building. Once those are defined, we will identify and <br />seek appropriate rehabilitation funding. Future uses of the property's vacant portions will <br />be placed into an affordable housing application with the State and Federal Government <br />providing workforce housing in support of retail operations, including those proposed by <br />the "Canals" project. <br />Depending on the community's will, one potential funding source for building <br />rehabilitation is the Washington State Legislature allocated funding for Permanent <br />Supportive Housing (PSH) units through Apple Home and Health Funds (H81866). <br />These funds are dedicated strictly to PSH units used to house chronically homeless <br />households with a disabling conditions in a PSH Dedicated Plus model. PSH units <br />combine wrap-around case management and financial supports for those households <br />who are unlikely to attain housing on their own or live independently. This model seeks <br />to house the most challenging populations, those with severe barriers to housing due to <br />disabilities, lack of income, substance use issues, and a history of homelessness. <br />5 <br />Doc lD: 827c530853eb58e65a7bdf36e6b276d23884551f
