KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: March 28, 2422 <br />TOPIC: Public Works Fees and Affordable Rousing <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Alleviate Public Works (PW) permit fees supporting affordable housing projects endorsed by <br />the Board of County Commissioners. <br />BRIEFING SUMMARY: <br /># PW fees are adopted by the Board of County Commissioners in Chapter 4.16 of <br />County Code. <br />• The fees are adopted for use by resolution. <br />• PW is seeking Board direction on reduction or elimination of certain land use <br />development fees for Board endorsed affordable housing projects. <br />BACKGROUND: <br />A recent private party application to the Washington State Department of Commerce <br />underscored the need to consider how the County wishes to partner with private land <br />developers supporting affordable housing proposals in the county. It might be helpful to <br />reduce or eliminate various PW permit fees (grading, floodplain, access/addressing and <br />engineering plan review) showing support for Board endorsed affordable housing projects. <br />DISCUSSION: <br />PW believes the Board acts reducing, or eliminating, certain PW fees by adjusting the <br />currently adopted fee resolution (2020-080). PW proposes that once the Board has signaled <br />support for an affordable housing project, PW will assist the proponent implementing <br />reduced or eliminated fees from our permit process. The applicant will still obtain the <br />various permits but not need to seek fee adjustment on a case-by-case basis once the Board <br />adjusts the current fee resolution. <br />FISCAL IMPACTS: <br />The reduction or elimination of certain PW associated with affordable housing proposals is <br />unknown at this time.
