The Recipient witt UL <br />subject to periodic on-site audits to ensure that satisfactory supporting documentation of all <br />allowable costs and expenses are being kept. Within 30 days of its reciipt of the request and <br />satisfactory supporting documentation, and subject to the other terms and conditions contained <br />in this Agreement, the County shall pay the amount of the invoice to the Recipient at the address <br />specified in Section 5.2. <br />Section 3.2 <br />Grant Award <br />a <br />a <br />o <br />I <br />a <br />a <br />I <br />a <br />a <br />Advance Disbursement. The Recipient may request disbursement from the <br />in advance of actual expenditure only for the following: <br />rental and furnishing of dwelling units fior the use of homeless persons; <br />costs of developing affordable housing for homeless persons, and services for <br />formerly homeless individuals and families residing in transitional housing or <br />permanent housing and still at risk of homelessness; <br />operating subsidies for transitional housing or permanent housing serving <br />formerly homeless families or individuals; <br />ssrvices to prevent homelessness, such as emergency eviction prevention <br />programs including tcmporary rental subsidies to prevent homelessness; <br />temporary services to assist persons leaving state institutions and other state <br />programs to prevent them from becoming or remaining homeless; <br />outreach services lor homeless individuals and families; <br />development and management of local homeless plans including homeless <br />census data collection, identification of goals, performance measures, <br />strategies, and costs of evaluation of progress towards established goals; <br />rental vouchers payable to landlords for persons who are homeless or below <br />thirty pcrcent of the median income or in immcdiate danger of becoming <br />homeless; and <br />other activities to reduce and prevent homelessness as identified for funding in <br />the local plan; and <br />Section 3.3 Disburscment Limitations. In no event will the County ever be required to <br />disbursc funds in excess of the Grant Award. in addition, unless expressly provided oiherwise <br />in this Agreement: (a) no disbursements will be made in advance of costs or expenses being <br />incurred; and (b) no costs or expenses incurred by the Recipient prior to the effective date o1 <br />this Agreement, or after its termination, are eligible for reimbursement. <br />Section 3.4 Disbursement Withput Pre"iudice. Any disburscment made by the County to <br />the Recipient shall be without prejudice to thc County's rights later to challenge the propiiety <br />of the Recipient's claimed costs or expenses. <br />Section 3.5 Withholding Disbursements.
