<br />KCHD ORDINANCE 1999- 34 SOLID WASTE REGULATIONS <br />(3) The design of the liner or sealed surface upon which the liner rests, including an analysis of the <br />liners ability to withstand the stress; <br />(4) The design of the run-on and run-off system; <br />(5) The design to avoid washout when the pile is located in a 100-year floodplain; and <br />(6) Maximum elevation and boundaries of the waste pile. <br />b. An operation plan that addresses: <br />(1) Methods of adding or removing wastes from the pile (waste screening) and equipment used; <br />(2) Inspection of the liner for integrity; and <br />(3) Safety and emergency plans consistent with local police, fire, and emergency management <br />policies and procedures. <br />c. A closure plan to address: <br />(1) Estimate of closure year and cost; <br />(2) Methods of removing wastes, liners and any contaminated soils, and location of final disposal; <br />(3) Closure timing and notification procedures; and <br />(4) Final inspection by regulatory agencies. <br /> <br />3. Facility Standards. <br />WAC 173-304-420: Piles Used for Storage and Treatment Facility Standards, is hereby adopted by <br />reference. <br />G. Energy Recovery and Incinerator Facilities <br />1. General <br />Any facility must comply with the Kittitas County Solid Waste Management Plan <br />2. Permit Application Contents. <br />In addition to the requirements of Section VI.A.2., each application for a permit must include, but may <br />not be limited to: <br />a. Preliminary engineering reports/plans and specifications that include, but are not limited to: <br />(1) The relationship of the facility to the most recently approved Kittitas County Comprehensive <br />Solid Waste Management Plan and zoning;
