<br />KCHD ORDINANCE 1999- 29 SOLID WASTE REGULATIONS <br />(3) WAC 173-304-468: Financial Assurance for Private Landfill Disposal Facilities, except for <br />municipal solid waste landfills regulated under Chapter 173-351 WAC. <br />(4) WAC 173-304-490: Ground Water Monitoring Requirements, except for municipal solid <br />waste landfills regulated under Chapter 173-351 WAC. <br />(5) WAC 173-304-9901: Maximum Contaminant Levels for Ground Water, except for municipal <br />solid waste landfills regulated under Chapter 173-351 WAC. <br />b. Methane Monitoring. All landfills where methane gas is generated shall provide for adequate <br />venting, collecting, redirecting, or elimination of gases generated by solid waste. It shall be the <br />responsibility of the landfill operator and/or owner to develop a sampling and testing program to <br />monitor gas production and migration. Such program shall be submitted for review and approval by <br />the Health Officer prior to work initiation. <br />c. Development and Closure. <br />(1) WAC 173-304-407: General Closure and Post-Closure Requirements is hereby adopted by <br />reference. <br />(2) Any person desiring to close an existing landfill facility must apply for a post-closure permit <br />with the Health Officer, on a form to be provided by the Health Officer. The application shall <br />address compliance with the facility's post-closure plan as described in Section VI.B.1.e. <br />C. Municipal Solid Waste Landfills <br />1. General. <br />Municipal solid waste landfills shall comply with the Kittitas County Solid Waste Management Plan <br />and all provisions of Chapter 173-351 WAC: Municipal Solid Waste Landfills, which is hereby <br />adopted by reference. Municipal solid waste landfills shall follow the permitting and permit application <br />content requirements of WAC 173-351-700 through WAC 173-351-750. <br /> <br />2. Facility Standards. <br />a. General. Municipal solid waste landfills shall comply with the facility standards in Chapter 173- <br />351 WAC and the additional requirements in this section. <br />b. Waste Screening. <br />(1) Municipal solid waste landfill operators shall develop and implement a waste acceptance and <br />screening program to prevent dangerous waste from entering the facility. This waste screening <br />program shall be reviewed and approved by the Health Department prior to implementation. <br />At a minimum, the waste screening program shall include the following: <br />(A) A waste disposal application to be used by the facility to summarize the generator’s waste <br />designation procedures.
