<br />KCHD ORDINANCE 1999- 13 SOLID WASTE REGULATIONS <br />(B) Reusable containers, except for detachable containers, shall be: <br />(i) Rigid and durable; <br />(ii) Corrosion resistant; <br />(iii) Nonabsorbent and watertight; <br />(iv) Rodent-proof and easily cleanable; <br />(v) Equipped with a close-fitting cover; <br />(vi) Suitable for handling with no sharp edges or other hazardous conditions; and <br /> (C) Detachable containers shall be durable, corrosion-resistant, nonabsorbent, non-leaking and <br />having either a solid cover or screen cover to prevent littering. <br />(D) The Health Officer may require disinfection of any container. Containers shall be cleaned <br />frequently to prevent rodent/vector nuisances. All wastewater from container cleaning <br />shall be disposed of in a sanitary sewer system, unless otherwise authorized by the Health <br />Officer. <br />(E) Any litter container required and approved pursuant to the Model Litter Control Act, <br />Chapter 70.93 RCW, shall be exempt from the provisions of this section. <br />(2) Containers of garbage and rubbish shall be closed at all times except when waste is being <br />added or removed. <br />(3) The owner, operator or occupant of any premises, business establishment or industry shall <br />store all recyclable materials so as not to produce unsafe or unsanitary conditions. <br />3. Removal. <br />Putricible waste shall be removed from the premises where it was generated to a permitted solid waste <br />handling facility no less than once per week, or at a different frequency approved by the Health Officer <br />due to public health and safety risk. Rubbish shall be removed to a permitted solid waste handling <br />facility as needed so as not to create a nuisance or litter problem. <br />4. Collection and Transportation. <br />a. All persons collecting or transporting solid waste shall prevent littering or the creation of other <br />nuisances at the loading point, during transport, and shall be responsible for the proper unloading of <br />the solid waste at a permitted transfer station or other permitted solid waste handling or disposal <br />site. Non-containerized solid waste and recyclable materials shall be covered during transport to <br />prevent spillage. <br />b. Vehicles or containers used for the collection and transportation of solid waste, except biomedical <br />waste, shall be tightly covered or screened where littering may occur, durable, and of easily <br />cleanable construction. Where garbage is being collected or transported, containers shall be cleaned <br />and kept in good repair as necessary to prevent nuisances, odors and insect breeding.
