<br />KCHD ORDINANCE 1999- 11 SOLID WASTE REGULATIONS <br />2. Any oil that has been refined from crude oil, used, and as a result of use, has been contaminated with <br />physical or chemical impurities; or <br />3. Any oil that has been refined from crude oil and, as a consequence of extended storage, spillage, or <br />contamination, is no longer useful to the original purchaser; and <br />4. Used oil does not include oil to which hazardous wastes have been added.(i.e. brake fluid, antifreeze, <br />solvents, thinners, gasoline). <br />Utilization: Consuming, expending or exhausting by use, solid waste materials. <br />Vadose Zone: That portion of a geologic formation in which soil pores contain some water, the pressure of that <br />water is less than atmospheric pressure, and the formation occurs above the zone of saturation. <br />Vector: A living animal, insect or other arthropod which transmits an infectious disease from one organism to <br />another. <br />Waste Recycling: Reusing waste materials and extracting valuable materials from a waste stream. <br />Waste Tires: Tires that are no longer suitable for their intended purpose because of wear, damage or defect. <br />Waste Tire Carrier: A person who transports waste tires over public roads for the purpose of storage, <br />recycling or final disposal. This does not include: <br />1. Any person transporting five tires or less; <br />2. Any person transporting tire derived products; <br />3. Any United States government agency or political subdivision, when involved in the clean-up of illegal <br />waste tire piles; or <br />4. Any person in the business of new or used tire sales, who transports more than five (5) waste tires <br />generated by their operations for the purposes of recycling or final disposal, provided that said <br />businesses retain complete trip manifests as provided in Section V.B.3.a. <br />Waste Tire Storage Facility: Any facility which stores more than two hundred (200) waste tires at any one <br />time. <br />Water Quality Standard: A standard set for maximum allowable concentrations of specific parameters in <br />surface waters as set forth in Chapter 173-201 WAC, Water Quality Standards for Waters of the State of <br />Washington. <br />Wetlands: Those areas that are inundated or saturated by surface or ground water at a frequency and duration <br />sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically <br />adapted for life in saturated soil conditions, such as swamps, marshes, bogs, and similar areas. This includes <br />wetlands created, restored or enhanced as part of a mitigation procedure. This excludes constructed wetlands. <br />White Goods: Appliances such as stoves,dishwashers and water heaters that no longer function for which <br />they were intended and can be salvaged for scrap.
