DISCUSSION: <br />Illegal parking at Snoqualmie .Pass continues challenging PW, KSO, SPUD and WSP <br />resources. During the past several years, PW has sponsored code amendments (County <br />Code) providing increased dis-incentives for those illegally parking in Hyak. This most <br />recent code cycle resulted in a favorable amendment increasing illegal parking fees to <br />$200 and adding a new definition (traveled way) to the list of illegal parking areas. <br />The ongoing impacts to area residents and service providers create unsafe conditions for <br />any level of emergency response. The severity of the problem mandates a regional <br />approach to resolution. Strategies, alternatives and long-term recommendations are <br />summarized for Board consideration and listed below. <br />Immediate actions include the following: <br />• Increased signage along Hyak Drive East and Keechelus Drive on both sides of <br />the road (underway). <br />• Specific verbage on signage such as "No Parking Anytime" and "No Loading or <br />Unloading of Vehicle" (underway — signage blank supply issue currently). <br />• Minimum fee set at $200 (complete). <br />• Continue deployment of message sign at the entrance and place an additional sign <br />at the intersection of Hyak Drive East and Rampart Drive (underway). <br />• Assign a Deputy (7 AM to 5 PM) on Friday -Sunday) during winter ski season. <br />• Once per weekend position a tow truck at the Hyak entrance near the message <br />board. <br />Potential future implementation: <br />• Create a regional task force. <br />• Expand stakeholders to include Department of Transportation and Washington <br />State Patrol. <br />• Consider a vehicle immobilization device as a supplement to law enforcement <br />efforts. <br />• Expand the area of impact. <br />• Create a website addressing all things recreational in the greater Hyak area. <br />• Link the website to other stakeholder websites. <br />• Acquire land for additional parking. <br />• Evaluate a "third party" service provider for parking enforcement. <br />• Evaluate PW two fleet and impound yard. <br />Should the Board desire a direct discussion with Diamond Parking representatives, Task <br />number 5 allocates budget for a meeting with decision makers. <br />FISCAL IMPACTS: <br />The evaluate cost PW $41,000. <br />ATTACHMENTS: <br />Exhibit 1: DIAMOND PARKING "HYAK PARKING CONSULTING PROJECT" <br />Page 2 of 3 <br />Public Works "Work Session Staff Report", 2021 <br />
