3. Geotechnical Report Contents. When required by this Title. the Geotechnical Report shall <br />include the general critical areas report requirements of KCC 17A.01.080 in addition to the <br />followinq: <br />a. A detailed description of the qeoloqv and soil conditions of the site:b. Evaluation of the oeolooic conditions givinq rise to the oeoloqic hazard:c. An evaluation of the safetv of the oroposed project: <br />d. Conclusion and recommendations nq the effect of qeoloqic conditions on the <br />proposed development; <br />e. Conclusions and recommendations on the suitabilitv of the site to be developed:f. A statement reqardinq the risk of damaqe from the proiect. both on- and off-site: and <br />whether or net the proiect will materiallv increase the risk of occurrence of the <br />hazard: <br />o. Recommendations concerninq drainaoe practices. veoetation retention and other <br />mitioation and monitorinq measures which may be needed to ensure slope stabilitv:h. Recommended erosion and sediment control measures:i. A bibliooraphy of scientific citations:i. Any other specific measures which must be incorporated into the design and <br />operational plan of the proiect to eliminate or reduce the risk of damaoe due to the <br />hazard. This shall include a recommendation on the required buffer or setback <br />distance that must be maintained between the proposed development and the <br />hazard to ensure the safetv of the development: and <br />The siqnature and stamp of the engineer or enqineerinq geologist who prepared the <br />Geotechnical Report.4. Ghannel Miqration Zones Studies Gontents <br />When required bv this Chapter. Channel Miqration Zone Studies shall include the qeneral critical <br />areas reoort requirements of KCC 174.01.080. and shall demonstrate the followinq: <br />a. The parcel on which the development is proposed is effectivelv protected <br />(disconnected) from channel movement due to the existence of oermanent levees <br />that are actively maintained bv public asencies or infrastructure such as roads and <br />bridqes constructed and maintained bv public aoencies (not all roads and levees will <br />be considered disconnection points): or <br />b. The prooosed development site has minimal risk of channel miqration durino the next <br />one hundred (100) vears as indicated bv the existinq channel tvpe. land cover (and <br />low likelihood of future alterations in land cover). presence of adiacent toe slope <br />landslide hazard areas. surficial qeoloov. low soil erosion potential. lack of evidence <br />of likely avulsion pathwavs (includinq areas upstream of, but proximate to. the site), <br />and/or low inundation frequencv(ies). The assessment shall include a review of <br />available data reqardinq historical channel locations at the site: identification of the <br />site within a broader oeomorphic reach of the river svstem and the oeneral <br />characteristics of that reach: description of existinq channel tvpe, existino channel <br />alteration and likelihood of future alterations with chanoes in land cover: surficial <br />qeoloqv. soils and erosion potential: and qeotechnical setbacks relatinq to erosion at <br />the toe of adiacent slope(s). The approach to assessinq location shall be generallv <br />equivalent to the methods detailed in "A framework for Delineatinq Channel Miqration <br />Zones" (Ecoloqv Publication # 03-06-027). or similar method approved or sanctioned <br />by Ecology. <br />56
