Existing native vegetation and proposed clearing limits: and6. lf the proposed development involves qradinq, excavation, or filling, include proposed <br />post-development terrain at one (1) foot contour intervals. <br />17A.05.050 GompensatorvMitiqationRequirements. <br />1. Floodplain storage. lf development occurs within a frequentlv flooded area. the volume of <br />soace occuoied bv the authorized fill or below the base flood elevation shall be <br />comoensated for and balanced bv a hvdrau lv eouivalent volume of excavation taken <br />from below the base flood elevation. Compensatorv storaqe shall complv with KCC <br />14.08.315 and the followinq: <br />a. Provide equivalent volume at equivalent elevations to that beino displaced. For this <br />purpose. "equivalent elevation" means havino similar relationship to ordinary hiqh <br />water and to the best available ten (1O)-vear. fifty (SO)-year, and one hundred (100)- <br />vear water surface profiles: <br />b. Provide flood storaqe that is hvdrologically connected to the source of floodinq:c. Provide flood storaoe in an area that is veqetated:d. Consider the existinq and future ecoloqical hvdroloqic functions of the impact and <br />mitiqation sites;e. Result in no net rise of flood elevations (when the mitiqation will occur at a distance <br />from the fill location):f. Areas below the waterline of a pond or other bodv of water cannot be credited as <br />compensatory storage:q. Provide flood storage in the same construction season as when the displacement of <br />flood storaqe volume occurs and before the flood season beqins: andh. lf the newly created storaoe area is accessible to fish durinq flood events. the area <br />shall be desioned. qraded. and maintained to prevent fish strandinq.2. Floodplain storaqe site selection. The order of preference for selectino floodplain storaoe <br />sites shall be: <br />a. Onsite flood storaqe: <br />b. Off-site flood storaoe in close proximity upstream or downstream of the floodplain fill <br />location: andc. Off-site flood storaqe in a location further upstream or downstream of the floodplain <br />fill location.3. Floodplain storaqe mitiqation plans. When required bv KCC 174.05.050.2. floodplain <br />storaqe mitiqation plans shall be orepared by an enoineer or oeolooist licensed in the state of <br />Washinqton and address the oeneral mitiqation plan requirements of KCC 17A.01.080 as <br />well as the followinq:a. Potential that materials mav be swept durinq floodinq onto other lands to the <br />detriment of others: <br />b. Actual danger to life and property if flooding or erosion occurs:c. Susceptibilitv of the proposed development and its contents to flood damaoe:d. Availabilitv of alternative locations for the proposed development which are not <br />subiect to flood or erosion damaqe:e. Relationship of the proposed develooment to anv comprehensive flood hazard <br />manaqements plans adopted pursuant to RCW Chapter 86.12:f. Safetv of access to the propertv in times of floodinq for ordinary and emerqencv <br />vehicles:q. Expected heiqhts. velocity. duration. rate or rise. and sediment transport of the flood <br />waters and the effects of wave action at the site: <br />h. Costs of providinq oovernmental services durinq and after flood conditions. including <br />maintenance and repair of public utilities and facilities: <br />47
