Ghapter 17A.05 <br />FREQU ENTLY FLOODED AREAS <br />Sections: <br />17A.05.010 Purpose and lntent. <br />174.05.020 Classification. desiqnation and mappinq. <br />17A.05.030 ProtectionStandards. <br />17A.05.040 Reportinq. <br />17A.05.050 CompensatorvMitiqation Requirements. <br />17A.05-0{0 Puroose and lntent- <br />It is the purpose of this chapter to reduce the risk to life. property damaqe. and public facilities that <br />result from floods: mitiqate flood hazards that may be exasperated by climate chanqe: and to orotect <br />fish and wildlife habitat conservation areas that occur whollv or oartiallv within frequentlv flooded <br />areas. <br />f 7A.05.020 Glassification. desiqnation. and Mappinq. <br />1. Mapped areas. All lands classified as floodwav or special flood hazard areas in the Federal <br />Emerqencv Manaqement Aoencv report titled "The Flood lnsurance Studv for the Countv of <br />Kittitas Countv" dated November 5. 1980. as now or hereafter amended. with accompanvinq <br />Flood lnsurance Rates and Boundarv Maps. are desiqnated as frequently flooded areas. The <br />strrdv ancl mens are on file at Kittitas Cornfu <br />2. Other areas. The Flood lnsurance Study maps mav not show all potential flood hazard <br />areas. Kittitas County may desiqnate unmapped frequently flooded areas. Such <br />desiqnations mav be appealed pursuant to KCC 14.08.160. The Director's desiqnation of an <br />unmapped frequently flooded area shall be based upon the followino criteria:a. Documented history of floodinq:b. Presence of alluvial fan hazards and/or channel mioration zones:c. Evidence of stream channel instability and susceptibility to erosion. and/ord. High groundwater flood hazards <br />174.05.030 ProtectionStandards. <br />1 . Avoidance. All new development shall be located outside of frequently flooded areas. if at all <br />possible and will follow the standard mitiqation sequencinq process. as defined in KCC <br />17A.01.100. <br />2. Floodplain storaqe. New uses or developments shall not reduce the effective flood storaqe <br />volume, alter the direction of flood flows. or concentrate flood flows within a frequentlv <br />flooded area. lf proposed oradinq. fill. or other alteration or development would reduce <br />effective flood storase volume. then flood storaqe mitiqation per KCC 174.05.050 is required. <br />174.05.040 Reportins. <br />The Director's aoproval of a new use or develooment within a frequentlv flooded area shall <br />be continqent upon reporting that meets the requirements of KCC 14.08.1 10 throuqh KCC <br />14.08.130. the qeneral criticalareas report requirements of KCC 174.05.040. and the <br />followinq: <br />1. The nature. location. dimensions. and elevations of the oroject property: <br />2. Names and location of all lakes. water bodies. streams. and drainaqe facilities within <br />three hundred (300) feet of the site: <br />3. The proposed drainaoe svstem includino. but not limited to, storm sewers. overland <br />flow paths. detention facilities. and roads: <br />46
