a. The dock or ramo is located and oriented and constructed in a manner that <br />minimizes adverse effects on water quality. movement of aquatic and terrestrial life. <br />ecological processes, spawning habitat. and wetlands: <br />b. Docks and ramps shall meet or exceed all relevant state and federal oermit <br />requirements; andc. No adverse impact to fish or wildlife habitat areas or associated wetlands will occur.4. Roads. trails. bridges. and rights-of-wav. Construction of trails. roadwavs. and bridges <br />throuqh or across streams, other fish and wildlife habitat conservation areas and/or their <br />RMZs or buffers are subiect to all the followinq. and those standards described in WDFW's <br />Water Crossinq Guidelines and KCC 17A.01.120.4: <br />a. There is no other feasible alternative route with less impact on the fish and wildlife <br />habitat conservation area; <br />b. The crossinq minimizes interruption of downstream movement of wood. ice, <br />sediment, and the movement of all fish and wildlife. Bridqes are preferred for all <br />stream crossinqs and should be desiqned to maintain the existinq stream substrate <br />and qradient. provide adequate horizontal clearance on each side of the ordinarv <br />high water mark. and orovide adequate vertical clearance above the ordinarv high <br />water mark: <br />e . Roads within a stream buffer shall not run parallel to the water body when there is an <br />alternative aliqnment that has less adverse effect on stream functions; <br />d. Trails shall be located on the outer edqe of the fish and wildlife habitat conservation <br />area buffer. except for limited viewinq platforms and at the crossinq. and shall use <br />pervious materials where feasible: <br />e. Stream crossings. where necessarv. shall be perpendicular with the stream. or as <br />close to perpendicular as possible. and shall be the minimum width necessarv. <br />Common or shared crossinos are the preferred approach where multiole properties <br />can be accessed by one crossinq: andf. Culverts and bridqes shall be desiqned accordino to applicable state and federal <br />ouidance criteria for fish passaoe as identified in Fish Passaqe Desiqn at Road <br />Culverts, WDFW. 2003. and/or the National Marine Fisheries Services Guidelines for <br />Anadromous Salmonid Passaqe Facilitv Desiqn. 2011. (and subsequent revisions) or <br />WDFW's Water Crossinq Desiqn Guidelines (WDFW. 2013). The applicant or <br />propertv owner shall maintain fish passaqe throuqh the culvert. <br />5. Utilitv facilities. New utilitv lines and facil mav cross streams or Fish and wildlife habitat <br />conservation areas if thev complv with the followinq standards, and those standards <br />described in KCC 17A.01.120.4: <br />a. There is no other feasible alternative route with less impact on the Fish and wildlife <br />habitat conservation area: <br />b. lnstallation at a stream crossinq shall be accomplished by borinq beneath the scour <br />depth and hyporheic zone of the stream and the entire channel miqration zone width. <br />where feasible: <br />c. Where borino under the channel is not feasible. the utilities shall cross at an anqle of <br />no less than sixtv (60) deqrees. but as close to ninetv (90) deorees as oossible. <br />relative to the centerline of the channel: <br />d. Crossinos shall be contained within the footprint of an existing road, bridge or utility <br />crossinq where possible: <br />e. The utilitv route shall avoid parallelinq the stream or following a down-vallev course <br />near the channel: andf. The utility installation shall not increase or decrease the natural rate of channel <br />miqration. <br />42
