b. The alteration or development is desioned so that it will not deorade the functions or <br />values of the fish habitat or other critical areas:c. Stream bank erosion control measures shall be desioned to use bioengineering <br />methods or soft armorinq techniques. accordinq to the WDFW lnteorated Stream <br />Bank Protection Guidelines (WDFW. 2003) (an approved habitat management plan. <br />and <br />d. Anv impacts to the functions or values of the aquatic fish and wildlife habitat <br />conservation area are mitigated in accordance with a habitat manaoement plan. <br />4. Timinq restrictions. <br />a. Fish. ln-water work alteration or development shall be timed to occur onlv durinq the <br />allowable work window as desiqnated bv the Washinqton State Department Fish and <br />Wildlife (WDFW) for the applicable species and aquatic fish and wildlife habitat <br />conservation area tvpe. <br />b. Wildlife. The County shall impose limitations on construction activities durinq <br />breedinq and/or nestino periods for priority species when necessary to protect the <br />species and avoid adverse impacts. Appropriate timino restrictions for wildlife <br />species shall be based upon best available science and WDFW recommendations. <br />17A.04.050 PermittedAlterationsandDevelopment. <br />The followinq alterations and development mav be permitted in fish and wildlife habitat <br />conservation areas and/or their riparian manaqement zones or buffers when all feasible <br />measures have been taken to avoid and mitigate adverse effects on species and habitats <br />and a net loss of habitat functions will not occur. <br />1. Clearins and qradins. When clearinq and qradinq is permitted in a fish and wildlife habitat <br />conservation area or its associated RMZ or buffer as part of an authorized alteration or <br />development or as other allowed in these standards. the followino shall apply:a. Gradinq is allowed only durino the drv season, as determined bv the Director:b. Clearinq and oradino shall be limited to the minimum necessarv to accomplish the <br />alteration or development: andc. Erosion and sediment control will meet or exceed the standards set forth in the <br />current version of the Stormwater Manual for Eastern Washinqton.2. Stream bank stabilization. Stream bank stabilization and protection shall be permitted <br />subiect to all the followinq standards. and those standards described in WDFW's lnteqrated <br />Streambank Protection Guidelines (WDFW, 2003). WDFW's 2012 Stream Habitat <br />Restoration Guidelines (SHRG). and KCC 17A.01.120.4:a. Natural riverine processes. includinq channel miqration. will be maintained to the <br />maximum extent practicable; <br />b. The alteration or development will not result in increased erosion and will not alter <br />the size or distribution of stream substrate:c. Nonstructural measures. such as placino or relocatinq the develooment further from <br />the aquatic habitat area. plantino veqetation. or installinq on-site drainaoe <br />improvements. are not feasible or not sufficient to orotect the stream bank:d. Stabilization is achieved throuqh bioenqineerinq or soft armorinq techniques: ande. Hard bank armorinq mav occur only when the propertv contains a primarv. alreadv <br />existino. Ieqally-established. permanent structure. which is unable to be relocated. <br />that is in danqer from erosion caused bv riverine processes. as documented in a <br />qeotechnical analysis prepared bv a qualified professional. The armorinq shall not <br />expand bevond the oriqinal structural footprint. unless necessarv to protect existinq <br />permanent buildings. roads or utility infrastructure adjacent to the bank. and shall not <br />increase erosion or floodinq on adjacent properties. <br />3. Docks and launchinq ramps. Construction. reconstruction. repair. and maintenance of <br />docks and public or private launchino ramps are subject to all the followino. and those <br />standards described in KCC 17A.01.120.4: <br />41
