"Mine hazard areas" are areas underlain by abandoned mine shafts, secondary oassaqes between <br />shaft tunnels. or air vents. Mine hazards include subsidence. which is the uneven downward <br />movement of the ground surface caused by underground workinqs cavinq in: contamination to <br />ground and surface water from tailinqs and underqround workinqs: concentrations of lethal or <br />noxious qases: and underground flres. <br />174.02.490 Mininq. <br />"Mininq" means the removal of sand. gravel. soil. minerals. and other earth materials for commercial <br />and other uses. Mininq does not include mineral prosoectinq conducted accordino to the most <br />current WAC for mineral prospectino under the hydraulic code. <br />17A.02.500 MitiqationSequencing. <br />"Mitiqation Sequencing" means a process used to quide mitiqation decisions and determine the type <br />and level of mitiqation required. lt follows a three (3) step process. described in 17A.01.100: <br />a. Avoidinq the impact altoqether by not takinLa certain action or parts of an action: <br />b. Minimizinq impacts by limitino the deqree or maqnitude of the action and its <br />implementation. by usinq appropriate technoloqv. or by takino affirmative steps to <br />avoid or reduce impacts:c. Rectifuinq the impact by repairinq. rehabilitatinq. or restorins the affected <br />environment; <br />d. Reducinq or eliminating the impact over time bv preservation and maintenance <br />operations durinq the life of the action: <br />e. Compensatinq for the impact bv replacino. enhancinq. or providino substitute <br />resources or environments; and/orf. Monitorinq the impact and taking appropriate corrective measures. <br />174.02.510 Monitorinq. <br />"Monitorinq" means evaluatinq the impacts of proposed developments on the bioloqical. <br />hvdroloqical. and oeolooical elements of such svstems, and assessinq the performance of required <br />mitiqation measures throughout the collection and analysis of data bv various methods for the <br />purpose of understandinq and documentinq chanqes in natural ecosystems and features. includinq <br />gathering baseline data. <br />174.02.520 Native Growth Protection Area. <br />"Native growth protection area" means an area where native vegetation is preserved for the purpose <br />of preventino harm to propertv and the environment. includinq, but not limited to. controllino surface <br />water runoff and erosion, maintaininq slope stabilitv. bufferino. and protectino plant and animal <br />habitat. <br />17A.02.530 NativeVeqetation. <br />"Native Veqetation" means plant species that are indigenous to the area in question. <br />17A.02.540 NaturallyOccurrinqPonds. <br />"Naturally occurrinq ponds" means those ponds and their submeroed aquatic beds that provide fish <br />or wildlife habitat. includino those artificial ponds intentionallv created in uoland areas for mitiqation <br />purposes.
