The mitiqation plan shall include written specifications. <br />descriptions. and drawinos of the mitiqation proposed. includinq:i. Construction sequence, timinq. and duration:ii. Grading and excavation details:iii. Erosion and sediment controlfeatures: andiv. Plantinq plan specifvinq plant species, quantities. locations. size. spacinq. <br />densiU. and measures to protect and maintain plants untilestablished. All <br />plant species must be native to the reqion.d. Monitorinq Details.i. A proqram for monitorinq construction and assessinq the outcome of the <br />mitiqation proiect. includinq the schedule for site monitorinq (for example. <br />describe how monitorinq may occur in vears 1 . 2. 3. 5. 7 and 10 after site <br />construction). and how the monitorinq data will be evaluated to determine if <br />the performance standards are beinq met. Monitorinq reports shall be <br />submitted to the Countv to document milestones. successes, problems. and <br />continqency actions of the compensation oroiect. The mitioation oroject shall <br />be monitored for a period necessarv to establish that performance standards <br />have been met. but not for a period less than ten (10) years. Mitigation <br />monitorinq shall be the responsibilitv of the applicant. and monitorinq reports <br />will be reviewed bv Qqunty staff to ensure that performance standards are <br />beinq met. <br />A continoencv olan with courses action and corrective measures to be <br />taken if monitorinq or evaluation indicates project performance standards are <br />not beino met. includins a possible extension of the monitorinq period until it <br />can be shown that performance standards are beinq met.iii. The mitioation plan shall include financial ouarantees ensurinq fulfillment of <br />the comoensation project. monitorino oroqram, and anv continqencv <br />measures in accordance with KCC 17A.01.100.3.iv. The mitiqation plan shall address anv additional mitioation requirements <br />relevant to the specific critical area as specified in the followinq chapters.3. Financial Guarantees. <br />a. When mitigation is required for a proposed development but is not comoleted prior to <br />the Countv's final permit approval. such as final plat approval or final buildinq <br />inspection. the applicant shall post a financial quarantee to ensure work will be <br />completed and meet the stated environmental objectives. Where financial <br />ouarantees are required bv other state or federal agencies for specific mitiqation <br />features. additional financial ouarantees for those features are not required under <br />this provision. <br />b. The financial quarantee shall be in the amount of one hundred and twenty-five <br />percent (125%) of the estimated cost of the uncompleted actions and/or the <br />13
