B-36 Use oftrails by cross-country skiers shall be restricted in areas identified as moderate or <br />high use area by winter elk. Winter use of hiking trails in the river bonom area that is used by <br />elk in winter shall be restricted. <br />B-37 Best management practices shall be implemented to control sediment and contaminants <br />from entering or impacting aquatic resources. <br />B-38 Bank annoring in connection with construction of recreational or utility facilities in the <br />shoreline shall be limited to the minimum necessary to protect such facilities from potential flood <br />damage and comply \vith all applicable county regulations. <br />B-39 To maintain future recruitment of large woody debris. any trees that must be removed <br />within the noodplain shall be dropped and left on the ground. Cutting of tire\vood within the <br />floodplain shall be prohibited. <br />B-40 Public access to the Cle Elum River tor lishing or other recreational activities shall be <br />managed to protect tish. fish habitat and the resources of the shoreline. If proposed. specific <br />design and use of new access areas shall conform to the requirements of the Kittitas County <br />Shoreline Master Program. <br />B-41 Managed access to the Cle Elum River shall continue consistent with the tenns and <br />conditions of the Development Agreement. Prior to occupancy of the proposed hotel, the <br />applicant shall submit a plan for the County's review to manage recreational access to the river. <br />This should include consolidation and management of access points and may propose <br />improvement oftrails and other facilities. consistent \vith the requirements of the Kittitas County <br />Shoreline Master Program. Access areas shall be defined and clearly mapped in cooperation <br />with federaL state and tribal agencies with expertise. <br />Air Quality. The EIS discusses adverse impacts to air quality and identifies mitigation measures <br />that should be implemented. Pursuant to Kittitas County SEPA Ordinance Section 15 .04.200( d). <br />and Comprehensive Plan Policy 2.194 and Section 4.3(8). the following mitigation measures <br />will be required. <br />B-42 Wood burning stoves shall be limited to common areas in the resort lodges. conference <br />facilities and similar spaces. No stoves or wood burning devices shall be installed in individual <br />resort units. The restriction of wood burning stoves shall be included to all privately owned units <br />including the single-family residences.
