(c) The Plan shall consider the potential for achieving a goal of no net loss of elk forage <br />habitat. This shall include a discussion ofthe implications and habitat trade-offs involved <br />in emphasizing elk habitat relative to other habitat. In considering the goal of no net loss <br />of elk forage habitat, consideration should be given for increasing the quality of such <br />habitat in Managed Open Space areas to compensate for the unavoidable loss of elk <br />habitat in developed areas. <br />(d) The Plan shall follow the guidelines of: <br />• The Department of Natural Resources, Backyard Stewardship Program (Eastern <br />Washington Type) <br />• Recommendations for Fire Safety and Prevention of Forest and Rangeland in Kittitas <br />County including Rural, Commercial and Private Developments as updated March <br />1999 by the Kittitas County Fire Co-op, a committee of the Kittitas County Fire <br />Chiefs Association. <br />These guidelines shall be used to protect the wildtire interface area. which is being <br />developed. These are proven useful tools in fire protection. <br />B-30 Except as may otherwise be specifically approved by the BOCC. hunting and the use of <br />firearms shall be prohibited on the MPR site. ;'Hot hunts'' may be permitted if requested by <br />Trendwest and deemed necessary by the Washington State Department of Fish and Wildlife to <br />protect life and property. <br />B-31 Public access to salmon spawning areas of the Cle Elum River shall be restricted during the <br />spawning period. These areas shall be identified through consultation with the appropriate state, <br />tribal, and federal entities. Public access shall also be controlled where habitat enhancement <br />activities would be undertaken. <br />B-32 Motorized vehicle use shall be prohibited in the Cle Elum River Corridor. except at the <br />approved bridge and road crossing and for maintenance and public safety purposes. <br />8-33 Interpretive and educational materials regarding the range and sensitivity of\vildlife on the <br />MPR site, including information about potential cont1icts with elk, shall be developed by the <br />applicant, made available to resort visitors and/or posted in suitable locations on the property. At <br />the interpretive areas and trail heads, points where telephone service is not readily available, <br />communication devices of a type able to request emergency services shall be placed to allow the <br />users of such devices to be able to call for help. Without such communications wildfires will <br />have a chance to grO\v to a size that could endanger lives. <br />B-34 Trail ends and overlooks shall be located, through consultation with appropriate state. <br />tribal. and federal entities, a\vay from salmon spawning areas or othenvise designed to allow <br />viewing without disturbance to wildlife using the river. <br />B-35 Existing snags and downed woody debris within the Clc Elum River Corridor shall be <br />retained within natural open space areas.
