A-5 Open space lands shall be managed to buffer sens1t1ve environments from intensive <br />development or activities: to retain and restore native plant communities and to maintain and <br />enhance habitat: and. for developed areas, to provide an aesthetically pleasing landscape, provide <br />habitat connections, and minimize risk of fire. <br />To document and achieve these landscape planning objectives. Trendwest will finalize and <br />submit to the County for approval the existing conceptual Land Stewardship Plan and a Noxious <br />Weed Plan for the entire MPR site prior to any construction and/or land clearing activities for the <br />first phase or subphase of MPR development. An amendment to the Land Stewardship Plan and <br />Noxious Weed Plan shall be submitted to the County for approval \Vith a general site plan or site <br />development plan for any phase or subphase ofiviPR development ifthe general site plan or site <br />development plan is inconsistent with such Land Ste\vardship Plan and/or Noxious Weed Plan. <br />Such amendments shall demonstrate hO\v the goals and policies of the Land Stewardship Plan <br />and Noxious Weed Plan will be implemented for the developed area in the phase or subphase of <br />MPR development covered in the general site plan or site development plan. <br />The Land Stewardship Plan shall include and follov.' the Department of Natural Resources <br />Backyard Stew·ardship Program, (Eastern Washington Type) as a model offire prevention in the <br />interface as a proven working program. The contents of the plan shall be as described in Plants <br />& Animals Conditions B-23 and B-29. <br />A -6 Open space lands shall be retained in a substantially undeveloped state. Development <br />which may occur shall be limited to recreational trails. golf courses. roads and utility facilities <br />required to meet the needs of the MPR. <br />A -7 Lands within the geomorphic floodplain of the Cle Elum River shall remain undeveloped, <br />except as provided herein. and shall protect the resources values and natural functions of the <br />shoreline area. Clearing and disturbance shall be minimized. The following proposed activities <br />may be permitted in the geomorphic floodplain, subject to submittal of appropriate development <br />applications: non-motorized pervious trails, utilities. including a water intake, and a bridge and <br />associated roads spanning the Cle Elum River, provided that impervious trails may be permitted <br />on a case-by-case basis. Additional recreational facilities beyond those identified in the Final <br />ElS. if any. shall be consistent with the Shoreline Master Program and other applicable <br />regulations. Appropriate environmental review, or confirmation that adequate environmental <br />analysis is contained in the MountainStar EIS, shall be conducted for any facilities located \vithin <br />the floodplain and all necessary pennits will be obtained by the applicant. <br />A-8 Private Open Space as defined in the MountainStar EIS (approximately 815 acres), which <br />includes the undeveloped portions of lots developed for housing or resort uses may, be included <br />in the calculation of open space for the MPR provided that binding deed restrictions, and/or <br />covenants. conditions and restrictions (CC&Rs) are adopted to limit the amount of clearing and <br />alteration of lots or areas. <br />The amount of clearing on lots shall be consistent with Condition C-25(b).
