09/21/2021 MINUTES 5 <br /> <br />AGREEMENT ELMVIEW PUBLIC HEALTH <br />Approve a Professional Services Agreement between Kittitas County and <br />Elmview to provide training and technical assistance specific to <br />developmental disabilities from July 1, 2021, through June 30, 2021. <br /> AGREEMENT ELMVIEW PUBLIC HEALTH <br />Approve a Professional Services Agreement between Kittitas County and <br />Elmview to provide training and technical assistance specific to <br />developmental disabilities from July 1, 2021, through June 30, 2022. <br /> CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE <br /> CITIZEN COMMENTS ON NON-AGENDA ITEMS <br />John Jensen submitted a letter into the record. He expressed concerns <br />relating to the 47 degree North proposal and the effects on the Easton <br />community. BOARD DISCUSSION/DECISION ITEMS - NONE MISCELLANEOUS <br />Joe Poire, Executive Director Port of Whitman County, thanked the Board <br />to allow them to work on the Broadband study. He said there were <br />excellent opportunities for the cities, PUD, as well as the County. He <br />said there are very aggressive private sectors who are willing to get <br />services out into the area. EXECUTIVE SESSION <br />At 10:38 a.m. Chairman Wachsmith announced the Board would recess into <br />Executive Session for 3 minutes with Neil Caulkins, Deputy Prosecutor <br />and Patti Stacey, Solid Waste Director/Interim Maintenance <br />Director/Project Manager, to consider the minimum price at which real <br />estate will be offered for sale or lease when public knowledge regarding <br />such consideration would cause a likelihood of decreased price. However, <br />final action selling or leasing public property shall be taken in a <br />meeting open to the public. Possible action was anticipated. <br />At 10:41 a.m. the Board reconvened out of Executive Session. The Board <br />directed Staff to proceed with the purchase and sale agreement for <br />trailer #14 at the Shady Acres mobile home park. <br /> <br />At 10:43 a.m. Chairman Wachsmith announced the Board would recess into <br />Executive Session for 5 minutes with Mark Cook, Public Works Director,
