CONTRACTOR REQUIREMENTS <br />The Contractor named/listed in the Contract will be the only authorized person to complete the <br />Appraisal Report. No assignment of the Contract shall be allowed. <br />The Contractor shall email a .pdf (less than 10 MB in size) of the Appraisal Report to the <br />Commission representative and provide one (1) hard copy of an Appraisal Report (as defined by <br />USPAP) valuing the interests described herein in the real properties described above and <br />identified in Attachment 1 (legal description) and shown in Attachment 2 (map) and 3 (zoning <br />map). <br />The Appraisal Report must be completed and delivered to the Commission within six (6) weeks <br />of the Contractor's receipt of notice to proceed, but sooner if possible. <br />All contacts for site investigations shall be directed through and made with the Owners of <br />Record: Will be provided upon contract award. <br />The Contractor shall contact the Owners of Record and offer the opportunity to accompany the <br />Contractor on the inspection of the properties. The Contractor shall also contact the <br />Commission representative, well in advance of the inspection date, to allow the opportunity to <br />be present during said inspection. <br />The Contractor will prepare an Appraisal Report in conformance with the Uniform Standards of <br />Professional Appraisal Practice published by The Appraisal Foundation (USPAP) and <br />Recreation and Conservation Office (RCO) requirements per RCO Manual 3, Acquisition <br />Projects, which includes, but is not limited to, the following: <br />1. Appraisal report must include a statement of assumptions and limiting conditions. If the <br />Contractor utilizes Extraordinary (Special) Assumptions and/or Hypothetical Conditions, <br />the Contractor must specifically list these in the appraisal report. <br />2. Appraisal report must include consideration of any existing encumbrances that could <br />impact property value. If the Contractor assumes that any encumbrances having a <br />detrimental impact on value will be cleared prior to a sale closing, and would <br />consequently dismiss the value impact, the Contractor must list those encumbrances. <br />3. Contractor must conclude a specific value rather than a value range. <br />INSTRUCTIONS AND SPECIFICATIONS <br />The purpose of the Appraisal Report is to estimate the current market value of the interests <br />described herein, subject to any outstanding encumbrances, including easements and rights of <br />way for utility lines, roads, ditches, dikes, etc. The Appraisal Report shall be utilized to provide a <br />sound basis on which to negotiate for the purchase or sale of those lands identified herein. <br />Unless otherwise provided for under the Contract, the Contractor shall adhere to the following <br />instructions: <br />1. The Contractor shall thoroughly familiarize him/herself with the properties as well as other <br />properties in the area that are in the same ownership and may be utilized as an <br />integrated unit. The Contractor shall fully explain any severance damages. <br />2. The market value estimate for such properties shall include consideration of land and any <br />improvements attached thereto classified as real estate.
