6 <br />ATTACHMENT 18.C (4) <br />regulations and restrictions normally associated with federally-funded programs and any other <br />requirements that the State may prescribe. <br />The final request for reimbursement shall be June 15, 2023. <br />PERFORMANCE MON ITORI NG <br />The Local Government will monitor the performance of the Subrecipient by tracking project <br />progress, reviewing payment requests for applicable costs, managing the timely pass-through of <br />CDBG funds, overseeing compliance with CDBG requirements, and ensuring recordkeeping and <br />audit requirements are met. Substandard performance as determined by the Local Government <br />will constitute noncompliance with this Agreement. <br />lf action to correct such substandard performance is not taken by the Subrecipient within a <br />reasonable period of time after being notified by the Local Government, contract suspension or <br />termination procedures will be initiated. <br />SPECIAL CONDITIONS- <br />A. Prevent Duplication of Benefit <br />The CARES Act provides that there are adequate procedures in place to prevent any <br />duplication of benefit as required by section 3I2 of the Robert T. Stafford Disaster Relief <br />and Emergency Assistance Act (42 U.S.C. 5155), as amended by section 121-0 of the <br />Disaster Recovery Reform Act of 2018 (division D of Public Law 1-15-254; L32 Stat. 3442). <br />HUD requires each Grantee (and subrecipient) have procedures to prevent the <br />duplication of benefits when it provides financial assistance with CDBG-CV funds. Federal <br />disaster law prohibits the provision of federal assistance in excess of need. Before paying <br />a cost with federal disaster assistance, the Grantee (and subrecipient) must check to see <br />that the assistance will not cause a duplication of benefits, meaning that the cost has not <br />or will not be paid by another source. Any person or entity (including subrecipients) <br />receiving CDBG-CV assistance must agree to repay assistance that is determined to be <br />duplicative; and to assess whether the use of CDBG-CV funds will duplicate financial <br />assistance already received or is likely to be received by acting reasonably, Grantees (and <br />subrecipients) must have a method to evaluate need and the resources available to meet <br />that need. CDBG-CV funded activities will prevent, prepare for, and respond to the <br />coronavirus <br />GENERAL CONDITIONS <br />A.
