The Districl is <br />prepared to address the public safety concerns and necessary mitigation conditions before the <br />Kittitas County Board of Commissioners, if necessary. However, the District is still willing to <br />continue negotiations with ERLC with the goal of agreeing to ierms on a voluntary mitigation <br />agreement. ll appears necessary lhat we first clear up some apparent misunderstandings <br />regarding the District's public safaty concerns and requested mitigation conditions, so the <br />parties can continue to negotiate on appropriate mitigation conditions necessary for compliance <br />with the County's Ordinance 2018-006 (the "Approval"). <br />First, the District is not demanding or requiring a condition limiling structure height to twenty-four <br />feet (24'), rather, my April 13th letter only recommended a twenty-four foot (24') height limit <br />because that is the maximum height building the District is currently equipped to handle. The <br />District may be able to retrofit its current engine with a new ladder package that would allow <br />access to taller structures for rescue purposes, but not fire suppression purposes. lnitial <br />research resulted in locating a potential retrofit of a current apparatus with a new ladder <br />package that would cost an estimated Thirty-Five Thousand Dollars ($35,000.00), including <br />equipment and retrofit of the existing apparatus, which is far less than the One Million Dollar <br />($1,000,000.00) cost of acquiring a ladder truck, but still a significant capital cost for the District. <br />This new ladder package retrofit would be one of the necessary capital investments to mitigate <br />Project impacts if structures will exceed twenty-four feet (24'). ERLC's offer to include fire <br />sprinkler suppression systems in the taller structures primarily addresses property protection, <br />and not rescue. Thus, even with the fire sprinkler system, the new ladder package is necessary <br />for delivery of emergency response services and rescues.l <br />I Emergency response services includes provision of emergency medical services, and emergency <br />medical services and rescues.
