This is a crucialand necessary requirement to serve the Project based on proposed-heights of structures. <br />The District has aging apparatuses, some of which are at the end of their viable term and wouldaffec{ insurance Public Protection Class Ratings for the Project. The District would need tomake plans to acquire replacement apparatuJin the future only to be accelerated by thedemands of the Projec{ due to wear on apparatus and the timing of replacement. A newtrucufire structure engine plus a new wildlands engine will be requireo io adequatety proteclcurrent residents and maintain present levsls of service while absorbing the pi$ct and itsdemands on service it will cause.r This apparatus will be available to respond to emergencieswithin the Project. Both new apparatuses will cost approximately $700,0d0.00 for each unit.These costs total approximately $1,400,000 and woulo not be feasible without a voter approvedmeasure that would assess to current and future property owners. ln addition, the District ismandated to replace gear based on expiration protocols ind would need to <br />"aqriru <br />new gearfor additional volunteers. The District does not expect the project proponent to pav the full costsof new engines and oWitting the engines and new gear; nor does'the District expect thedeveloper to pay for full time paid staff that wouto rialisiically be part of a comfrehensivesolulion to service new developments within the District such as ine erolect. <br />As indicated at the outset, the Distric{ has not completed a fult detailed impact anatysis of theProject. However, in consideration of your client's iiming desires, the District has developed anapproach to mitigation to accommodate your client's timing needs. This approach does seek amitigation payment on a proportional basis to what the Disirict believes "r. tt. impacts of theProject to existing services of the current residents and businesses within the District. <br />The District would agree to a mitigation fee payment schedule as follows: <br />o $1,750 per residential unil (The definition of a unit is a single-family residentialstructure or home, a duprex wourd be 2 units, and a tripreiis 3 uniis)o $o'60 (Sixty cents) per square foot of commercial and industrial occupied space(The definition of an occupied space would include RV rental and storage <br />spaces). <br />The fees would be paid in full to the District prior to building permit issuance. Further the heightlimitation references above wourd be required to be incrudJd. <br />The property owner, developer, and the District would execute a voluntary mitigation agreementthat would be recorded on the property, contain provisions of a lien ana cottectLn, and theagreement and obligations therein would also be referenced on the face of the plat together withthe Kiftilas County Auditor recording number assigned to the recorded agreement. <br />I The District operates at.w-ha!is generally a rural level of service with a goal of responding to a calloutwithin 20 minutes of receipt of the tone frdm 91 1 to the first arrivinj unii 6dz" of the time. <br />Page 3
