Thank you for providing me with <br />materialfrom the record on this Project that you believe to be relevant. <br />As I have relayed to you, the District has begun to undertake its assessments related lo the <br />mitigation necessary to mitigate the impacts of the Project on existing levels of service and other <br />impacls to and within the District. Given that the District is comprised of volunteer slaff, <br />preparation of this analysis in detail and with preclsion will take more time. ln addilion, similar to <br />all our operations, the COVID pandemic has slowed processes, preparation and response time. <br />However, the District, through my office, did express to you a response and pathway to a <br />resolution by mid-March, The District has authorized the following resolution that would be <br />documented in the form of a mitigation agreement recorded on the property. <br />The District has developed a preliminary mitigation fee structure based on initial inlormation and <br />rough estimates, which is discussed in more detail below lf your client wishes to seek to resolve <br />these matters now, the District will proceed and enter into a mitigation agreement as set forth <br />herein. <br />Review of Digtrict Backqroun4,aQd Proiect lmnacts <br />As you may be aware, due to the location of the Project site, access to the site is severely <br />limited. There is one public road that accesses the project site from an existing district station <br />via public road access across l-90. As a result, the Project's location is often inaccessible by the
