For Question 16, provide additional information about how you prioritized the needs of LMI persons. <br />The Kittitas County CDBG project will be administered through our partner organization Comprehensive Healthcare (CHC). <br />CHC is a private nonprofit organization that offers a full range of mental health services to children, adults, and families <br />throughout eastern Washington. They provide services to all clients regardless of ability to pay and 80% of its client <br />population are LMI. CHC's client population within Kittitas County includes 26% multi-racial, 23% Hispanic, and 12% identify <br />as other ethnic and racial identity. Also, they are the primary provider of Medicaid behavioral health services in Kittitas County <br />with ongoing services provided to 22% of the Medicaid population. CHC is committed to addressing mental health service <br />needs within the LMI community and within Kittitas County so are a trusted and capable partner for this project. <br /> <br />18. How did you prioritize the use of funds to prevent duplication of benefit (ie using CDBG funds when it would be <br />reasonable for the same costs to be funded by other financial assistance)? Check all that apply. <br /> <br />19. For Question 18, provide any additional information that explains how you plan to prevent duplication of <br />benefit. <br />Comprehensive Healthcare has been coordinating mental health services since the early 1970's and is experienced working <br />with different payer sources or with patients who are lacking insurance coverage. This project will address a current unmet and <br />unstaffed need within Kittitas Valley Healthcare Emergency Department (KVH ED). KVH ED collects payment information <br />upon registration and triage. Patients with insurance coverage will be served using their primary source of payer funding. Data <br />from KVH ED show that approximately 70% of patients seen at KVH ED are LMI. Also important, mental health services are <br />chronically underfunded so we believe the total number of patients with insurance coverage for mental health services will be <br />low. <br /> <br />20.
